About This Position

The position is with the U.S. Department of Agriculture (USDA) Office of the Chief Information Officer (OCIO). The primary purpose of this position is to lead, advise, and execute on key digital modernization priorities, including but not limited to priorities identified in the Farmer's First Policy Agenda.

Qualifications

BASIC REQUIREMENTS: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: At the GS-15 level: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 or equivalent to the GS-14, or its non-Federal equivalent that includes leading and advising on the development, buy-in, human-centered-focused design, and successful delivery of large-scale, cross functional digital services and products that significantly improve program delivery for end users. Effective communication and collaboration with a wide diversity of tech and non-tech leaders, as well as front line staff to improve the overall organizational knowledge, ability, and delivery of best-practice digital products and services for a variety of different stakeholders is also required. Lastly, a strong ability to design and execute strategy, as well as implementation of conflict management and change management plans is key to the success of all work duties of this position. Major Duties

Serve as a technical advisor to executive leadership as well as political officials, senior executives, and staff at all levels within the USDA components.

Manages workload of project team and resources.

Sets program priorities in alignment with defined framework and strategy.

Builds and cultivates a strong partnership with high-ranking officials within the Department, OCIO, USDA, and other Federal agencies.

Participates on Agency, Federal, and non-governmental committees relative to Information Technology operational planning and future technologies.

Provides senior expertise in the IT field, formulates long-range IT policies and develops strategies and management guidelines for complex and changing information technology systems and services to achieve program objectives.

Evaluates a range of qualitative and quantitative metrics to inform iterative development and strategy decisions to ensure the right product, platform, or service is being built.

Reviews and revises product, platform, or service direction based on the outcome of experiments, prototypes, and customer-based learning.

This is a Term Appointment not-to-exceed 2 years but may be extended up to 4 years total. This assignment may be ended earlier or extended, based on management's needs. This appointment does NOT confer federal competitive status and does NOT have possibility of conversion to permanent status.
