About This Position

The Senior Advisor, Financial Management Systems Improvement serves as the lead for policies and development of newly consolidated, integrated, and modernized financial management systems, including the development and/or consolidation of artificial intelligence solutions.

TQ 2: Demonstrated experience advising senior leaders on the strategy, selection, and performance of Information Technology systems and/or projects to modernize financial management systems. Major Duties

The Senior Advisor, Financial Management Systems Improvement serves as the principal advisor to the Associate Director, Data and Systems and Director, Program and Financial Control (P&FC) on the consolidation of program, budget, and execution data into one protected, secure financial management system that tracks funding throughout the Department of War (DoW) planning, programming, budgeting, and execution (PPBE) process, including developing budget justification material, to drive strategy-driven financial decisions and policies. Major duties and responsibilities include, but are not limited to: Leads the development and implementation of a Financial Management Technology Plan, demonstrating a coherent technology strategy supporting the Program/Budget mission in alignment with the overall DoW Strategic Management Plan (SMP). Reviews, evaluates, and recommends information technology platforms, applications systems, databases, portals, and other technologies to the Director, P&FC to effectively track funding throughout the PPBE process.

Interfaces and serves as a liaison with senior counterparts throughout DoW (e.g., Military Departments and Defense Agencies) to achieve SMP objectives using consistent definitions, authoritative data sources, and methodologies to produce interoperable, innovative, and auditable outputs. Provides technology vision, enables innovation, and understands information technology and technology trends that can create operational and mission value for the DoW. Utilizes extensive knowledge of the PPBE process and expert knowledge of the laws, policies, and practices for multiple appropriation types to optimize the use of near-real time execution data in support of end-to-end funds visibility using enterprise information technology solutions.
