Qualifications

BASIC REQUIREMENTS: Successful completion of a Bachelor¿s degree in accounting, or a related field such as finance, business administration, etc. that include 24 semester hours in accounting, AND five (5) years of progressive work experience in U.S. GAAP financial accounting, OR an equivalent combination of financial accounting experience, college-level education, and training that provided professional accounting knowledge. A minimum of three (3) years of supervisory experience. QUALIFICATION REQUIREMENTS: Professional certifications such as Certified Public Accountant (CPA), Certified Management Accountant (CMA), or Certified Defense Financial Manager (CDFM) are highly desirable. Demonstrated proficiency in applying U.S. GAAP in an automated, double-entry, accrual-based accounting environment; and in designing and implementing business processes and controls. Experience integrating data and information from diverse accounting and corporate information systems. Knowledge in accounts payable and accounts receivable processes, general ledger accounting, variance analysis, account reconciliation, and full-cycle month-end close processes/procedures. Ability to research, analyze, resolve, and document complex financial issues. Extensive experience using Microsoft Excel, PowerPoint, and Word to prepare professional documents, briefs, and reporting. Experience with Power BI highly desirable. Ability to communicate complex financial information clearly and concisely, both orally and in writing, to senior leadership, subject matter experts, and non-financial stakeholders. Major Duties

NONAPPROPRIATED FUND POSITION DESCRIPTION JOB TITLE: Financial Analyst Supervisor BUSINESS TITLE: Senior Accounting Manager FLSA Status: Exempt JOB SERIES: 0501 PAY LEVEL: NF-04 DUTIES AND RESPONSIBILITIES: This position is located within the Financial Operations (FinOps) department of the Installation Finance Office, Marine Corps Community Services (MCCS), Marine Corps Base, Camp S.D. Butler, Okinawa, Japan. The incumbent serves as a Senior Accounting Manager, supervising Finance personnel across the following functional areas: Appropriated Funds (APF), Central Cashier, Travel Administration, Living Quarters Allowance (LQA), Temporary Quarters Subsistence Allowance (TQSA) and Morale, Welfare, and Recreation (MWR) Funds. The incumbent reports to the Controller and routinely participates in executive-level business operations, contributing to organizational strategy and providing financial leadership in support of the MCCS mission. The Senior Accounting Manager serves as a professional accountant responsible for applying U.S. Generally Accepted Accounting Principles (GAAP), Appropriations Law, Joint Travel Regulations (JTR), and other applicable financial management statutes, policies, and regulatory requirements in the performance of their duties. Supervisory duties include, but are not limited to: ¿ Planning, assigning, and evaluating work ¿ Providing technical guidance and training ¿ Reviewing and approving work products/deliverables ¿ Maintaining Position Descriptions (PDs) and Standard Operating Procedures (SOPs) ¿ Conducting performance evaluations ¿ Approving leave and initiating personnel actions ¿ Ensuring internal controls and regulatory compliance within assigned functions This position requires comprehensive knowledge of multiple accounting systems and financial processes that govern the management of Appropriated and Non-Appropriated Funds, and the ability to provide technical financial analysis and guidance on accounting transactions. Participates in the development, execution, and continuous improvement of accounting policies, internal controls, and standard operating procedures. Coordinates with the Shared Services Center Japan (SSCJ) to ensure accurate and timely receipt of accounting data from MCCS programs and facilitates SSCJ processes as required. Reviews and monitors financial data, reconciliations, and reports provided by SSCJ to ensure the accuracy, completeness, and integrity of MCCS financial statements and reporting. Oversees the Appropriated Funds Department to ensure accurate and timely commitment, obligation, execution, liquidation, and reporting of APF resources in compliance with appropriations law, financial regulations, and established internal controls. Oversees Central Cashier operations, including verification of cash receipts, preparation of deposits and Daily Activity Reports (DARs), and managing custodianship of permanent and temporary Change Funds and Petty Cash. Ensures compliance with established internal controls, documentation standards/requirements, and cash management policies.
