About the Position: Serves as the Safety and Occupational Health (SOH) Director for the Eighth Army (8A) Safety Program, and the senior consultant and principal advisor to the Commanding General (CG) for all safety and occupational health matters. Individual Occupational Requirements Education: Incumbent must possess an Undergraduate AND Graduate degree with a Major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (NOTE: You MUST submit a copy of your transcripts for verification). -OR- Incumbent must possess experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to successfully perform the duties of the position.Examples of qualifying specialized experience include: Managing safety or occupational health program elements.

Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.

Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.

Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and identifying potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Works in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. -OR- Incumbent must possess certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that includes successful completion of a written examination. Specialized Experience: One year of specialized experience which includes: 1) directing a Safety and Occupational Health for a Military Installation or similar organization that involves high-risk activities and changes in operations, tactics, techniques, and procedures; OR 2) coordinating with Military commands and civilian agencies to ensure compliance with safety standards into mission planning for training operations and other mission efforts; OR 3) reviewing plans for training operations (including live fire and other non-standard operations) to be conducted by Joint Military Services OR 4) implementing and promoting Command-Level safety policies and procedures relating to accident prevention. . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

MILITARY SEPARATED (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. Major Duties

Serves as the Safety and Occupational Health (SOH) Director for the Eighth Army (8A) Safety Program, and the senior consultant and principal advisor to the Commanding General (CG) for all safety and occupational health matters.

Responsible for directing, budgeting, developing, implementing, promoting, formulating and promulgating Republic of Korea (ROK) Theater-Level safety policies and procedures.

Conducts risk management, safety education and promotion, accident analysis and investigation, fire prevention, tactical, electrical, explosives, aviation, radiation, transportation and base operations safety, occupational health initiatives.

Maintains close liaison with Army Commands (AC), Direct Report Units (DRU), military services, and civilian agencies to ensure compliance and cooperation on SOH matters.

Represents the Command on U.S. Army Pacific Command (USARPAC), United States Forces Korea (USFK), Ministry of National Defense (MND), and Headquarters, Department of the Army (HQDA) level committees and councils dealing with safety program matters.

Develops program vision, mission and purpose as well as specific program goals and objectives, considering such issues as transformation, stationing plans, construction, host nation activities, mission and ongoing operations.

Serves as the Career Program Manager for Career Program 12, providing guidance and direction to the operation of the safety career program throughout the subordinate commands.

Exercises the full range of delegated personnel management responsibilities performed by a second-level supervisor with operational authority and control over the Safety Program.

Serves as the Senior Safety Consultant/Coordinator to staff elements on the planning and conduct of major training exercises such as Ulchi Freedom Shield.

Responsible for establishing and maintaining close liaison with Army Commands (AC), Direct Report Units (DRU), military services, and civilian agencies to ensure compliance and cooperation on Safety and Occupational Health matters.

Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area.

If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.

Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
