THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Safety and Occupational Health Specialist (TITLE 32), Position Description Number D2940000 and is part of the FL SAO, National Guard.
Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category
- PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Military Grades: Warrant Officer/Enlisted: E6 thru CW3 SPECIALIZED EXPERIENCE - GS09: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training performing periodic onsite surveys, to determine compliance with applicable occupational safety standards.
Prepared or revised safety instructions and guides. Advised personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps. Investigated mishaps, obtained statements from witnesses, and photographed mishap scenes.
Recorded circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage. SPECIALIZED EXPERIENCE - GS11: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Recommended measures and methods to correct safety and occupational health deficiencies.
Participated in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures. Reviewed test implementation directives for inclusion of appropriate safety criteria. Prepared supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures.
MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, the incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade___11___.
STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level.
Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
Major Duties
As a Safety and Occupational Health Manager, GS-0018-09, you will serve as the State, Territory, District of Columbia Safety and Occupational Health Specialist in the maintenance of a comprehensive ground and explosives, safety program for the State. Provides quality actions for the sustainment of State ARNG Safety and Occupational Health Management Systems (ASOHMS) within the broad framework of statutory public law, DOD, Army, and National Guard policy, goals, and objectives. Implements plans, methods, and processes to improve safety in the workplace and off-duty environments.
Reduces preventable mishaps in the preservation of ARNG personnel, equipment, facilities, and resources.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a GS09- master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.
OR
J.D., if related GS11- Ph.D.
OR
equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
