About This Position

Incumbent serves as the Regional NAF Human Resources Director and principal advisor to the Regional FFR Director (N9). Directs, manages and operates a comprehensive NAF HR program that includes a diverse employee population working at multiple sites, including but not limited to Naval Support Activity Naples, Italy; Naval Air Station Sigonella, Italy; Naval Support Activity Bahrain; Naval Support Activity Souda Bay, Greece and Naval Support Activity Rota, Spain.

A qualified candidate must possess the following: At least five years of progressively responsible specialized human resources experience across multiple disciplines, such as recruitment, staffing, employee and labor relations, performance management, HR development, benefits and compensation.

Knowledge and skill in performing all aspects of the full range of an HR program. Knowledge of HR program planning, organization and the administrative skills to devise and implement policy and programs that will enhance recruitment and retention of quality staff. Knowledge of and skill in utilizing automated human resources information systems (HRIS) for reporting and tracking of HR-related data.

Knowledge of NAF and/or APF budgeting and financial management. Knowledge of and skill in applying techniques for developing new or modified HR work methods, approaches, and procedures to deliver effective HR services. Knowledge of and skill in applying consensus building, negotiation and conflict resolution techniques sufficient to interact appropriately in charged emotional situations.

Knowledge of management and organization structure of the CNIC, Department of the Navy (DON) and/or the Department of Defense (DoD). Knowledge and skill in applying a wide range of recruitment, placement, position classification, position management, career development, retention incentives, and general HR strategies, to provide management with flexible alternatives and recommendations. Knowledge of and skill in applying a wide range of HR management concepts, laws, policies, practices, analytical, and diagnostic methods and techniques sufficient to resolve a wide range of personnel related issues/matters and sufficient to provide comprehensive HR management advisory and technical services on substantive organization functions and work practices.

Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to perform the full range of supervisory duties. Ability to conduct comprehensive analyses of policies and programs, evaluate alternatives, and present improvements and changes to maximize program goals.

Ability to direct and coordinate difficult and complex programs. Ability to identify new trends and requirements and adapt programs and policies to be in full support and compliance. Ability to make sound decisions and defend an unpopular decision or position successfully.

Ability to anticipate problems and adjust work operations to meet urgent or changing requirements. Ability to communicate effectively both orally and in writing. Ability to make presentations to effectively represent the organization on complex, controversial and/or sensitive issues regarding NAF personnel programs, requirements and objectives, and/or the status of current initiatives and/or projects.

Major Duties

Duties include but are not limited to: Administration/Program Management Provides oversight and review of the CNIC NAF HR program and controls the day to day operations of the NAF HR Office for the Region.

Serves as action officer and subject matter expert for NAF personnel programs and position management, including recruitment and staffing, classification, pay administration and compensation, incentive awards, labor/employee relations, benefits administration, and HR information systems in support of the total personnel program for CNIC NAF employees across EURAFCENT. Manages the recruitment and selection program for all CNIC NAF employees. This includes advising management in identifying, attracting, and retaining a high-quality and diverse workforce.

Ensures equality in determining qualifications, selection assignments, training, promotions, details, discipline and awards to employees. Develops and implements employee recognition programs, including service and employee appreciation awards. Supervises and manages benefits programs.

Administers leave programs and related pay; ensures compliance with applicable laws. Administers and ensures compliance with all pre-employment and background check requirements. Administers the NAF pay plan and the wage-hour program in compliance with the Federal Fair Labor Standards Act.

Prepares and executes annual NAF and/or APF budget requirements. Ensures Region compliance with regulatory and statutory requirements. Collaborates with the Region's Office of General Counsel (OGC) to ensure legal sufficiency of agency actions.

Serves as Labor Relations advisor, which includes establishing and maintaining effective relationships with labor organizations that represent NAF employees. Manages and maintains the EURAFCENT NAF Performance Evaluation program. Attends various conferences and/or leadership meetings to represent the NAF HR program and continually assess the needs of the customer and organizational alignment with CNIC objectives.

Evaluates installation and/or facility programs and/or performs assistance visits as it relates to the NAF personnel programs and/or policies. Assists management in interfacing with the regional Human Resources Office (HRO) in matters relating to Appropriated Fund (APF) employees. Proposes policies and provides operational guidance.

Prepares and performs presentations and briefings. Analysis Consults and coordinates with management to evaluate program effectiveness, improve operations, execute program objectives, and develop long term strategic and operational plans. Implements internal audit and quality control procedures to evaluate the success of program execution.

Generates and utilizes reports to analyze office output and trends, using Systems, Applications, Products HR (SAPHR), KRONOS timekeeping system, and USA Staffing. Supervisory Assigns, directs, supervises, and reviews execution of HR functions and objectives through subordinate personnel. Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees.

Sets performance standards and appraises work of employees, on at least an annual basis. Receives and resolves employee complaints with recommendations for resolution. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

Conducts staff meetings on a regular basis to solicit input for innovative process improvement and improved program delivery. Supervises up to 7 HR staff; (3) Local National (LN) UA-0203-01/02 HR Assistants; (3) NF-0201-04; and (1) NF-0203-03; and acts as Rating Official (RO). Ensures staff receives proper training to fulfill requirements of their positions.
