About This Position

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a QUALITY ASSURANCE SPECIALIST (TITLE 32), Position Description Number D1065000 and is part of the IL AASF 2, National Guard.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: Enlisted Only - Minimum rank requirement of SSG. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess at least 1-year specialized experience equivalent to at least the next lower grade. Specialized experience includes experience, education, or training, involving principles, techniques, and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems). Experience in the application and theory of specialization using applicable publications. Experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words. Major Duties

As a QUALITY ASSURANCE SPECIALIST (TITLE 32), GS-1910-9, you will establish, develop, and implement the AASF quality assurance and reliability programs. Serves as the Quality Assurance Representative for the AASF. Major Duties - This is NOT an all-inclusive list: Develop and implement quality assessment plans to evaluate maintenance production, work processes, and compliance with quality standards. Perform command-directed quality inspections and special inspections of aircraft, equipment, and maintenance operations. Monitor aircraft acceptance and transfer inspections, configurations, and component time-change requirements for compliance. Review aircraft historical records and logbooks to verify accuracy, condition, and maintenance documentation. Record discrepancies, provide corrective recommendations, and review adequacy of corrective actions taken. Develop the AASF Quality Management Plan (QMP) documenting management policies, procedures, and quality standards. Analyze Army, DoD, and commercial maintenance practices to establish a comprehensive quality program. Develop local regulations, operating instructions, checklists, and forms to implement quality assurance and reliability programs. Serve as quality assurance authority and provide technical guidance and consultation on maintenance procedures and techniques. Review and validate locally developed maintenance procedures prior to adoption. Maintain the AASF master technical library and manage technical publication accounts. Review incoming publications to determine applicability and ensure directives and operating instructions remain current. Interpret technical manuals and resolve conflicts in published data affecting maintenance procedures. Monitor publication improvement actions, material deficiency reports, and quality deficiency reports and provide recommendations. Prepare quality reports identifying trends, deficiencies, and recommended corrective actions. Investigate aircraft and component failure trends and identify faults in methods, procedures, or maintenance practices. Analyze inspection findings to identify problem areas, deviations from standards, and systemic quality issues. Recommend corrective actions and process improvements to resolve deficiencies affecting maintenance quality or production. Audit inspection processes, analyze inspection reports, and re-inspect samples to validate corrective actions. Provide on-the-spot technical assistance to resolve quality compliance and inspection issues.

Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Assignment to a compatible military position is not required for application, but will be required if selected for appointment. Must be able to obtain and maintain the required security clearance. Participation in direct deposit is mandatory. Indefinite position/temporary promotion/may become permanent. Limited to on-board ILNG technicians only.
