About This Position

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-09, you must have: a) One year of directly related specialized experience equivalent to the GS-07 level: Performing facility operations support such as conducting inspections, coordinating maintenance and repair, and/or participating in facility audits under general supervision.

OR

b) Completed all requirements for a master's or equivalent graduate degree with a major in engineering, industrial arts, property management, or business administration.

OR

c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree with a major in engineering, industrial arts, property management, or business administration.

OR

d) LL. B or J.D, if related OR e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above To qualify for GS-11, you must have: a) One year of directly related specialized experience equivalent to the GS-09 level: Coordinating facility maintenance programs, monitoring contractor compliance, conducting facility audits, and/or contributing to facility policy or procedure development.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Planning and directing facility operations programs including managing a significant facility portfolio, administering contracts, resolving operational issues, and/or developing policy and procedures. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Directing complex facility operations programs including strategic sustainment planning, major contract oversight, resolution of high-impact facility issues, and/or executive-level reporting.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Providing enterprise-level direction of facility operations programs including agency-wide policy development, oversight of major critical programs, and/or advisement to executive leadership.

Major Duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Directs enterprise-level facility operations programs encompassing the operation, maintenance, repair, and improvement of NASA facilities, utilities, grounds, and infrastructure across multiple installations.

Leads enterprise-wide facility audits, surveys, and investigations including energy consumption, systems reviews, and safety assessments and presenting those findings and recommendations to senior management.

Serves as the senior technical expert and advisor on complex facility operations issues, resolving the most controversial problems and providing authoritative guidance to executive leadership.

Oversees major operations and maintenance contracts, directing contractor performance audits, ensuring compliance with specifications and regulatory requirements, and resolving significant performance issues.

Develops and implements agency-wide facility management policies, standards, and procedures based on analysis of industry practices, emerging technologies, legislative changes, and agency guidance.

Researches and analyzes long-range facility needs, evaluates new technologies and processes, and recommends solutions to critical infrastructure, safety, and operational challenges with agency-wide impact.

For supervisory positions, you will perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Education
