About This Position

This National Guard position is for a PUBLIC AFFAIRS SPECIALIST (TITLE 32), Position Description Number D1168000 located at the Public Affairs Office, located in Draper UT, with the Utah Army National Guard. IAW UTNGR 690-12 dated AUG 2022, Priority will be given to all current, onboard employees of the UTARNG. The selecting supervisor for this vacancy is LTC TAMBRA WEST.

Qualifications

Experience using computers and automation systems. *DIBFIS graduate preferred* Specialized Experience GS 09: 1-year Specialized Experience equivalent to GS-1035-07. (Must submit SF 50 to validate response) OR Experience involving knowledge of writing, communication principles, methods and techniques that relate to the public affairs of an agency. Experience in applying and adapting knowledge of strictly controlled situations of an agency. Experience writing articles on routine events of non-controversial subjects.

Experience responding timely and appropriately to requests for information concerning agency programs and services. Experience participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public? Specialized Experience GS 11: 1-year Specialized Experience equivalent to GS-1035-09. (Must submit SF 50 to validate response) OR Experience involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military.

Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services?

Major Duties

Major Duties: This is not an all-inclusive list As a PUBLIC AFFAIRS SPECIALIST (TITLE 32), GS-1035-9/11, you will: Assists the Public Affairs Officer in the formulation of long-range plans and policies to enhance public understanding, support and acceptance of Public Affairs programs and/or activities statewide. Researches and develops informational materials and complete communication campaigns for release to audiences through electronic and newspaper media. Prepared materials explain or describe the mission of the NG, NG accomplishments, policies, programs or actions taken to ensure the NG's compliance with state and federal regulatory requirements.

Coordinates the analysis of response data on communication campaign effectiveness with programs managers. Responds to media requests for information of both a routine and controversial nature. Prepares or assembles information kits, edits informational materials drafted by subordinate public affairs specialists or unit UPAR's, releases photographs and/or feature stories to the news media, coordinates media interviews with NG subject matter experts and arranges photographic and electronic media coverage of newsworthy NG events.

Provides training to UPAR's on PA program policies, practices and processes. Creates new or adapts or modifies accepted communication campaign formats to reach a target audience with a specific message. Performs other duties as assigned.

Conditions of Employment

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.

Pending analysis, you may be required to complete a new 1-year probationary period when moved to this position IAW CNGBI 1400.25. The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required. Participation in direct deposit is mandatory.

Medical screening will be completed upon selection for hire. Soldiers who accept a technician position may be terminated from the Bonus and Student Loan Repayment Program (SLRP).

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

Must be able to obtain and maintain the appropriate security clearance of the position. May occasionally be required to work other than normal duty hours; overtime may be required. The duties and responsibilities of your job may significantly impact the environment.
