About This Position

This position is located in the Bureau of Administration, Global Operations, Logistics Operations, Office of Diplomatic Pouch and Mail (DPM), Classified Pouch and Mail Division (A/GO/OPS/DPM/CPM). Providing domestic mail, Diplomatic Post Office (DPO) mail, and unclassified and classified pouch service to DOS and other members of the foreign affairs community.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience sorting, dispatch, tracing, and documentation of all mail and pouch material for distribution. Experience developing, directing, and implementing plans, procedures, and policies to ensure timely, efficient, and cost-effective. processing, coordination, and routing of classified mail and materials.

Experience evaluating persistent, widespread, or critical problems to determine if alternative procedures should be established. To be considered well-qualified,

in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position. There is no substitute of education for specialized experience for the GS-13 position.

Major Duties

Directs CPM operations, which serves as the sole source for movement of USG classified materials overseas, coordinating with a wide range of federal agencies across the National Security and Foreign Affairs community.

Monitors incoming and outgoing volume and shifts resources accordingly so that all pouch and mail is handled in a timely, efficient, and accurate manner.

Provides advice and guidance regarding pouch and mail shipping procedures and schedules to the public, Congressional staff, DOS staff, and representatives of other federal agencies and private industry.

Reviews and analyzes classified mail delivery policies, procedures, and processes, as well as United States Postal Service (USPS) changes, DOS procedures, Diplomatic Courier delivery schedules.

Analyzes current and new program needs and determines appropriate level of resources and personnel.

Knowledge of classified diplomatic pouch operations, Diplomatic Courier Service policies and procedures. Ability to conduct stakeholder coordination related to classified diplomatic pouch and secure logistics operations across National Security and Foreign Affairs communities.

Ability to analyze policies, procedures, inter and intra-agency changes, and customer data. Ability to determine appropriate level of resources and personnel, and demonstrated ability to manage warehouse operations. Skill in preparing written analysis and responses, and in-person briefings to office or higher level on diplomatic pouch and secure logistics operations in both classified and unclassified settings.
