Qualifications

Specialized experience must demonstrate the following: 1. Mastery of Defense Acquisition Focused on Innovative Pathways: Demonstrated mastery-level knowledge of the Defense Acquisition System, with a specialized and proven expertise in executing rapid and flexible acquisition mechanisms.

  1. Mastery level knowledge and skill utilizing and executing the application of a wide range of qualitative and quantitative analytical techniques sufficient to participate in and facilitate technical evaluation of technology capability to measure technology developments and system performance.
  2. Mastery level knowledge and skill to communicate at the highest levels both orally and in writing (focused on strategic communication with senior leaders across government, military and commercial sectors) and to utilize and execute problem solving and decision-making techniques. Major Duties

You will lead the planning, direction, and execution of complex programs by establishing long and short term objectives, managing resources, resolving competing priorities, and ensuring successful delivery of organizational goals.

You will design and execute comprehensive outreach strategies that attract both traditional and non-traditional industry partners.

You will identify emerging trends and opportunities that align with modernization priorities.

You will establish and nurture relationships with both internal and external key stakeholders including those across the private sector.

You will provide actionable information and recommendations to senior leadership based on market research and analysis to identify potential partners, investment opportunities, and innovative solutions.

You will assist in managing industry challenges, including but not limited to, production bottlenecks and capacity challenges, and provide advice and recommendations.

You will serve as a technical expert and senior advisor, to include the review, analysis, and recommendations for improving manufacturing.

You will coordinate with integrated product teams and contacting personnel to provide expertise on rapid acquisition options.

You will provide expert guidance to senior leaders, represent organizational interests before internal and external stakeholders, influence strategic decisions, and recommend solutions that improve program performance and mission outcomes.

You will oversee managers and staff by assigning work, balancing workloads, coaching employees, evaluating performance, and fostering collaboration that strengthens accountability, productivity, and continuous organizational improvement.

You will develop and present clear briefings, reports, and recommendations for leadership, communicate program milestones and challenges, and ensure stakeholders remain informed of progress, risks, and required actions.

You will direct program planning by defining priorities, establishing schedules, negotiating resource requirements, monitoring costs and progress, and adapting plans to address changing mission needs while maintaining successful execution.

You will build productive relationships across organizations, lead teams in solving complex problems, and promote effective teamwork that achieves strategic objectives and lasting results.

You will serve as Industry Outreach Lead (Program Manager) for Portfolio Acquisition Executive-Marine Corps (PAE-MC). The Industry Outreach Lead (Program Manager) is a senior position that serves as the recognized technical expert and principal advisor to the PAE MC, the Deputy PAE MC (DPAE MC), and the Executive Director for industry engagement and accelerating modernization efforts. The complexity and scope of this role require a candidate with deep experience in private industry and investment, a robust network across both traditional and non-traditional sectors, and a proven track record of driving innovation through public-private partnerships.

Several vacancies may be filled. Recruitment/Relocation expenses reimbursed: Yes-Relocation expenses (i.e. PCS) for candidates outside of the commuting area are authorized in accordance with applicable travel regulations and Department of Navy Policy.
