About This Position
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM MANAGER (JOINT RESILIENCY DIRECTOR)-Title 5 OBO, Position Description Number T0081000 and is part of the WI JFHQ, Wisconsin National Guard.
This position is in the Exceptive Service "under the authority for Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)"
Qualifications
GENERAL EXPERIENCE: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. SPECIALIZED EXPERIENCE: To qualify at the GS-0340-13 level, you must have one year equivalent to at least next lower grade level. Must be able analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources.
Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed.
Experience which includes leading, directing and assigning work of personnel.
Major Duties
Advises the Adjutant General (TAG) on all matters pertaining to management, distribution, utilization, development, and support while being the focal point, responsible for planning, overseeing, and directing the activities of state or district programs which include Violence Prevention, Family Programs, Resilience and Risk Reduction, Yellow Ribbon, Transition Assistance, Employer Support of the Guard and Reserve (ESGR), Resourcing & Outreach, Religious support, Behavioral Health, Children & Youth, Youth Challenge, and Wellness, with the overall grade supervised at least at the GS-11 level. Coordinates policies, plans, programs, and requirements at the senior leadership levels within the state or district, and The Adjutant General's Office. Director for the Joint Resiliency Directorate, ensures that all regulatory reporting requirements are accomplished within the required timeline, provides documentation for any requirements not met with a follow-on plan of resolving any unmet requirements.
Exercises supervisory personnel management responsibilities. Represents the Adjutant General and Joint Resiliency Directorate on a variety of state and National Guard functional area organizations. * This is NOT an all-inclusive list of duties. * *At management's discretion, this Temporary Promotion may be made permanent without further competition in accordance with 5CFR 335.103(c)(1)(i) *This job is posted along with 26-147B/C Program Manager (Joint Resiliency Director)-Title 32 and only one position will be filled.* *This position will not exceed once the incumbent returns.*
Conditions of Employment
CONDITIONS OF EMPLOYMENT & NOTES: The incumbent must obtain and maintain appropriate security clearance. May be required to travel by military or commercial aircraft in the performance of TDY assignments. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Federal employment suitability as determined by a background investigation.
May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. May be subject to furlough actions. Acceptance of a Federal position may terminate Tricare eligibility. \Males born after 31 December 1959 must be registered for Selective Service.
