Major Duties

Serves as the Manager of the Enterprise Data Services Team reporting to the Enterprise Operations Group, under direction of the NAS Security and Enterprise Operations (NASEO) Directorate. Manages a diverse, highly engaged work force supporting 24/7 NAS critical operations. Organizes programs and activities in accordance with the mission and goals of the organization.

Directs a geographically diverse 24/7 operational team responsible for enterprise monitoring and oversight of FAA's Operational Network. The team provides software maintenance of the Integrated Enterprise Service Platform (IESP) and serves as the tier two level maintenance unit for all in-service Next Generation Air Transportation System (NextGen), Enterprise level Systems and System Wide Information Management (SWIM) Services. They also provide tier two level assistance to the Enterprise Control Centers when advanced technical expertise is required and/or coordination with vendors is necessary.

Applies a detailed knowledge of the technical aspects of the work, in order to direct a team responsible for network monitoring, performing advanced detection of anomalies, isolating areas of concern, troubleshooting potential degradation of services, and intervening to prevent service interruptions and mitigate impact to NAS operations. Directs the work of subordinate employees for multiple organizational units. Responsible for the strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Ensures adequate shift coverage to effectively, manage the NAS infrastructure. Oversees FAA enterprise services that provide essential National Airspace System (NAS) services to enroute and terminal air traffic control, commercial airlines, general aviation aircraft, public and private users in support of both U.S. and International air traffic. Ensures the highest availability of enterprise services by are available for use within a NAS operations center, utilizing management and monitoring tools.

Implements and manages changes and interventions to ensure project goals are achieved. Provides oversight to teams responsible for complex, system operational and cyber enterprise service monitoring, design and integration; extensive research and analysis; investigation and inspection activities; compliance and enforcement actions; and direct responsibility for project/program management. The team utilizes skills to customize and implement application monitoring techniques required for program tasks, as well as tools and procedures to monitor, analyze, and baseline data networks.

Uses knowledge and skills necessary to plan and perform maintenance on complex enterprise datacenter networks and employs technology-based practices and a systematic approach to perform troubleshooting. Reviews performance data/reports and identifies service improvement initiatives. Develops new programs to support the strategic direction of the organization.

Coordinates Maintenance Requests (MRs) / Immediate Service Requests (ISRs) with the FAA Telecommunications Infrastructure (FTI) Primary Network Operations Control Center (PNOCC) FAA Liaisons, and with both internal/external customers to support maintenance, operations, restoration, and performance of FTI telecommunication networks and services. Collaborates with the Program Management Organization (PMO) and the Telecommunications Services Teams to ensure proper service integrity and design for end users on new services and systems. Reviews an average 1,300 circuits, to validate any impact to said circuits during scheduled maintenance coordination; ensures the EDS Team immediately resports any perceived impacts to theose circuts.
