Program Manager (Deputy Director, Enterprise Industrial Base Coordination)
About This Position
This position is part of the Deputy Administrator for Naval Reactors, Department of Energy. The Deputy Administrator for Naval Reactors is also the Director of the Naval Nuclear Propulsion Program and the Deputy Commander, Naval Nuclear Propulsion Directorate, Naval Sea Systems Command. Responsibilities for this Program area are contained in Executive Order 12344 of 1 February 1982, which is codified in 42 U.S.C. ยง7158 and 50 U.S.C. ยงยง 2401 and 2406.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-15 or NN-04 pay band in the Federal service. Demonstrated knowledge of personnel clearance policies and procedures, personnel security interviewing techniques and practices sufficient to grant various types of clearances or make sound recommendations when questionable or derogatory information exists. Demonstrated knowledge of providing guidance, direction and vision to coordinate and represent the day-to-day industrial base management matters; consolidating and coordinating a clear prioritized list of actions associated with funding priorities; and developing and interpreting the applications of acquisition policy to arrive at critical project decisions to resolve production conflicts.

Major Duties
As a Program Manager (Deputy Director, Enterprise Industrial Base Coordination), you will: Serve as principal advisor for policy issues affecting major program planning, budget and priority objectives. Consolidate and coordinate input across the multitude of technical and project officer stakeholders to ensure a clear, prioritized list of actions and associated funding priorities are identified. Provide direct, daily oversight to deliver the infrastructure and workforce expansions, as well as manufacturing technology developments, as rapidly as possible.
Oversee the infrastructure and workforce development activities related to suppliers and shipyard operations to meet the increased demand. Develop and interpret the application of acquisition policy to arrive at critical project decisions to resolve production throughput conflicts and determine courses of action and identify acceptable options considering program and schedule risks. Coordinate initiatives driving enhanced capability, capacity and quality in related supply chains for new construction programs, in-service programs, and in support of national programs.
Collect lessons-learned from private contractors through surveys and technical interchange meetings and publish best practices to the larger workforce in the form of memoranda, briefing packages, and cloud-based knowledge management systems. Develop and maintain a robust set of metrics that provides leading indicators of industrial base risk, effectiveness/return on investment funds, apply fiscal, contracting, and administrative policies, procedures, and practices necessary and appropriate project manangement metrics for the program.
