About This Position
This position is under the DoW Acquisition Workforce Personnel Demonstration Project (AcqDemo) within Title 5 Competitive Service. Qualifications
GENERAL QUALIFICATIONS: General education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management positions. SPECIALIZED EXPERIENCE: one (1) year of specialized experience at the next lower broadband level, NH-02, comparable to GS-11 or equivalent in other personnel pay systems. Relevant experience includes: Knowledge and experience individually applying functional workforce, human capital and talent management statutory, policy, guidance best practices and trend information to organization mission needs.
Expertise and experience in achieving organization objectives through leadership-aligned leading, planning, project management and execution of complex DoW-wide programs and projects, individually and collaboratively, to include developing and executing functional workforce, human capital and workforce talent management policy, programs, initiatives and events. Ability to effectively represent, collaborate and achieve leadership objectives through aligned individual effort that supports the organization mission. Experience in individually conducting leadership-aligned research and development of high quality staffed actions (e.g., policy, program, initiative, event, accountability, Congressional and reporting), to include effectively collaborating and coordinating across DoW component stakeholders.
Ability to conduct and complete supporting research and development of effective written, spoken, multi-media, and other communications, to achieve leadership communication objectives supporting organization mission functions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
Major Duties
Conduct and support HCI leadership-aligned planning, development, project management, collaboration and execution, of DoW acquisition workforce, human capital and talent management strategic planning, policy, programs, projects and initiatives achieving the objectives and priorities of the Under Secretary of War for Acquisition and Sustainment and supporting the Defense Acquisition Workforce Improvement Act (DAWIA); the DoW Acquisition Workforce Education, Training, Experience and Career Development Program; and other HCI mission functions such as analytics, Congressional, accountability and reporting. Conduct and support leadership-aligned research and development of high quality staffed actions (e.g., policy, program, initiative, event, accountability, Congressional and reporting), to include effectively collaborating and coordinating across DoW component. Conduct and support research and development of effective written, spoken, multi-media, social media and other communications, to achieve HCI leadership strategic and other communication and outreach objectives supporting organization mission functions such as talking points, information papers, web, symposiums, summits, governance meetings, and working group forums.
Conduct and support workforce requirements, data management and analytics supporting execution of DoW acquisition workforce, human capital and workforce talent management policy, programs and initiatives. Conduct and support HCI leadership-aligned DoW positions on relevant Congressional matters, including Hill-requested written assistance, draft bills, enacted legislation, and DoW legislative proposals. Performs additional duties as assigned.
Education

Additional Information
The intent is to use AcqDemo Direct Hiring Authority to fill this position. Warfighting Acquisition University requires reporting to the assigned duty location during each pay period. The University supports telework as determined by agency policy, but remote work and full-time telework are not offered.
This position requires a Program Manager, Level I acquisition certification. The incumbent has 60 months to achieve this certification.
