Qualifications
In order to qualify, you must meet the generalized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Miscellaneous Administration and Program Series located here GENERALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of the closing of this announcement, at least three years of progressively responsible general experience, one year of experience which is equivalent to at least a pay band NH-01, (GS-04) level. General experience will provide a basic knowledge of developing capability fact sheets and preparation of business development material, providing administrative support in the development of strategic plans, coordinates and prepares presentations and business material to support the organization. OR EDUCATION: I have successfully completed a full 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcriptsORCombination of experience and education that provides me with the knowledge, skills and abilities to perform the duties of a Administrative Support Specialist KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Department of Defense (DoD) and Office of Personnel Management (OPM) management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. Knowledge of an extensive body of civilian and military HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations and union contracts, monitor and track requests for personnel actions, and ensure forms for civilian pay actions are submitted for in-processing and out-processing employees and comparable actions. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports. Skill in conducting interviews with employees, supervisors, and management officials at installation and MAJCOM, to obtain information about organizational missions, functions, and work procedures. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major Duties
Serves as the local project lead workforce management specialist and liaison with the Wing Manpower specialists, providing advisory services to the Group concerning program manpower cost analysis, in and outsourcing studies, data gathering for work measurement accomplished by manpower at Wing MAJCOM or AFPC/MA., etc. Provides management support services for the Group squadrons, detachments, and operating locations. Serves as a strategic partner in the formulation of the Group's human resource strategies, as well as, in the implementation of those strategies through human resource activities such as recruiting, selecting, training and rewarding personnel. Advises commanders, supervisors, and managers on civilian personnel issues, including those involving organizations that have a wide range of professional, scientific, administrative and highly technical positions, some with high-grades and technical positions in rapidly changing fields.
