About This Position

1-year non-reimbursable assignment USCIS Identity and Information Management Division (IIMD) Program Analyst Series Requested: 0343 Security Clearance: None Virtual/Remote: Yes (Camp Springs, MD, or current duty location. Qualifications

Qualifications required: Demonstrated ability to manage multiple projects concurrently, work independently, and manage time effectively. Detail-oriented and comfortable with independently planning and implementing high-quality projects and products with short turnaround times. Ability to follow through on projects and action items by being resourceful and taking initiative. Excellent written and oral communication skills, editing skills, and knowledge of plain language principles. Experience with drafting, refining, or writing legal or operational documents such as: memorandums of understanding/agreement, policy memos, standard operating procedures, and project plan. Developing and delivering recommendations through oral and written communication to Section/Branch/Division leadership. Familiarity with USCIS and DHS systems (e.g., Global, ELLIS, C4, PCIS, PCQS, CMS, CPMS, NASS, etc.). Applying analytical tools and methodologies to develop and implement agency directives, policies, and regulations. Conducting issue analyses and consolidating findings into reports. Have received a FY24 final performance rating of "Achieved Expectations" or higher. Major Duties

This position is located within the Immigration Records and Identity Services (IRIS), Identity and Information Management Division (IIMD); specifically, with the International and Interagency Information Sharing Branch (IIISB). There is more than one position available. IIISB provides support to USCIS' mission by making information from foreign partners available to USCIS identity management systems, benefit adjudicators, and fraud detection analysts. The Branch also leads USCIS efforts to facilitate sharing of identity and immigration status information with interagency partners to enhance their own adjudication processes and coordinate information sharing efforts that enhance immigration benefit decision-making while ensuring compliance with all legal, privacy, and privacy obligation. As a Program Analyst in IIISB, your responsibilities will include, but are not limited to: - Working on projects to support information sharing with both domestic and foreign government partners. - Collecting requirements via external engagement activities and drafting and executing data sharing agreements and other legal instruments in compliance with applicable privacy, legal, and technical obligations. - Leading information sharing working groups to foster relationships with key stakeholders and continuously gather information to develop expanded opportunities for person-centric identity and immigration information sharing processes. - Developing oral presentations, written briefs, and process flows to communicate program information to Branch/Division/Directorate leadership and to other offices to elicit their effective engagement. - Developing presentations and training materials to introduce and explain interagency and international information sharing agreements and engagements efforts to USCIS stakeholders and external partners. - Maintaining the branch's knowledge management strategy, including oversight of internal repositories and online presence to support access to key documents, resources, and updates.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.
