About This Position

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PLANS AND OPERATIONS SPECIALIST (TITLE 32), Position Description Number D1246000 and is part of the NC J3, National Guard (JFHQ-NC-J3/ 1422-304).

Qualifications

Military Grades: Enlisted (E9), Warrant Officer (WO1 to CW3) or Officer (2LT to CPT) Minimum Requirements: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions.

Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

Major Duties

As a PLANS AND OPERATIONS SPECIALIST, GS-0301-11, you will serve as focal point for Crisis Action Planning and Officer in Charge of Joint Operations Center (JOC); develop operational procedures that execute Civil-Military taskings; establish and validate procedures, practices and tasks that provide situational awareness and continuous command and control over tasked organizations and members; plan and establish Joint Operations Center within the Joint Force Headquarters complex and Quick Reaction Force Platform Control Centers at designated locations; plan for and establish appropriate security for the centers and their staffs; ensure safe secure receipt and dissemination of WARNORDs, OPORDs, FRAGORDs, Status of Forces and Resources and situational awareness reporting and operational sustainment support for activated operational centers, quick reaction forces and equipment; ensure self inspection procedures are developed, conducted, results evaluated and changes incorporated into operational procedures; establish, execute, evaluate and maintain training program through inspections, exercises and testing; establish and maintain training and certification documentation process for crisis action team members and controllers; ensure newly assigned members and controllers receive orientation; participate as Operations Officer in the JOC; develop operational procedures to implement contingency and emergency plans; coordinate with higher, adjacent, lower headquarters, Federal, state and local agencies to accomplish emergency operations; develop message routing procedures; plan shift operations; prepare operations orders; develop after action reports to include cost factors; identify unit capabilities to support emergency operations; identify equipment and special civilian occupational skills needed; develop emergency response time estimates; coordinate operational control over NG forces during training simulations; be responsible for the administrative oversight of the command and control network to include defining required system capabilities; identify and secure resourcing for full-time staffing for effective 24/7 continuous operations; perform other duties as assigned.
