About This Position

These are TEMPORARY, INTERMITTENT positions located in Bureau of Medical Services, Office of Clinical Programs. The incumbent serves as a Physician Assistant responsible for filling medical positions at overseas posts or domestically when there are staffing shortages or extended staffing gaps by assuming the role of a primary care provider and is responsible for providing a full range of primary, preventative, and emergency medical services.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants MUST meet the required basic entry qualification requirements described below: BASIC REQUIREMENTS: All applicants must meet the following basic requirements for all grade levels: Education: Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education at the time the degree was obtained. Certification: Successful completion of the National Commission on Certification of Physician Assistants (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education (CME) and re-certification.

Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

IN ADDITION to the basic requirements, this position requires one year of specialized experience as a certified physician assistant equivalent to at least the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing primary, preventive, and emergency health care services overseas. Experience analyzing healthcare programs at U.S. government facilities abroad.

Experience liaising with overseas medical providers, hospitals, labs, and public health officials.

Major Duties

Provide primary and preventive health care services across the lifespan. Obtains the patient history, performs physical assessments to include diagnosis and treatment, emergency and acute care services.

Manage health unit personnel and resources, inventory of supplies, provides training, maintains budget and medical records and facilitate emergency visitation travel.

Collaborates with local, international healthcare providers and experts to deliver services, implement emergency actions and performs as occupational health advisor.

Interpret and revise policies and procedures relating to emergency preparedness, counter-terrorism, emergency action plans, and medical training.

Maintain health records, provide infectious disease prevention, CPR and first aid training.

How You Will Be Evaluated

The evaluation process consists of the ApplyGov Competency Based Assessments for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the โ€œQualificationsโ€ section of this announcement, of applicants found to be among the top qualified candidates based on assessment scores. You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics): Non-Supervisory: Oral Communication, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management. Set aside at least 2 hours to take the external assessments; however, most applicants complete the assessments in less time. There are timed sections that must be completed within the allotted timeframe.

Your score from the external assessment (i.e., Non-supervisory ) will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments. Top applicants may be referred to the hiring manager for further consideration.
