About This Position
The Intelligence Community Office of the Inspector General is searching for exceptional candidates to join us in fulfilling our mission to identify and prevent fraud, waste, abuse, and misconduct across the 18 elements of the Intelligence Community. We uphold the integrity of the IC and amplify its impact through independent oversight that demands accountability and drives excellence. IC OIG has four offices: Legal Counsel, Audits & Inspections, Investigations & Intake, and Strategy & Support.
Qualifications
Knowledge and experience in working with individual IC or OIG partners that may include foreign, military, federal, state, local, tribal entities, and/or private sector partners. Organizational and interpersonal skills to facilitate forums, manage competing priorities and advocate new ideas/concepts/processes; ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC. Demonstrated knowledge of IC OIG, ODNI and IC (e.g. intelligence policy, IC missions, and interagency coordination) to build and sustain effective working relationships and promote the sharing of information with partner organizations.
Demonstrated ability to lead and support cooperative relationships within the IC, U.S. Government, and foreign partners in protecting the U.S. and its interests abroad. Demonstrated ability to develop collaborative solutions for issues of common concern with partner organizations; ability to manage sensitive matters and/or complex problems, make key contributions to group efforts, and exercise appropriate leadership and initiative.
Oral and written communication skills, including ability to tactfully convey complex information and ideas to members of the OIG community, and their staffs. Demonstrated research, planning, and organization skills, and demonstrated ability to manage changing and competing priorities under strict timelines while maintaining a high level of attention to detail.
Major Duties
Duties are included but not limited to: Manage partnerships with foreign, military, and federal entities, to include the Intelligence Community Inspectors General Forum, Council of the Inspectors General for Integrity and Efficiency, and Five Eyes Intelligence Oversight and Review Council. Oversee and lead the development of Intelligence Community Inspectors General Forum and other high level meeting agendas or briefings; identify, review, evaluate, and develop information to be presented; and anticipate after actions. Plan special events for IC OIG's oversight partners, including conferences and symposiums.
Develop and communicate initial drafts of policies, guidelines, and procedures that support information sharing with partners and develop a preliminary framework for managing the relationships between partners, IC OIG, and IC elements; implement new policies to improve the effectiveness and responsiveness of the Intelligence Community Inspectors General Forum in response to emerging topics. Attend meetings and participate in IC and OIG working groups, meetings, boards, and other forums to exchange information, develop recommendations, and resolve issues. Manage partner visits with IC OIG leadership, to include advancing coordination with partners, developing drafts of meeting agendas, developing Memorandums for the Records, and monitoring the completion of follow-on actions.
Lead, initiate, cultivate, and maintain productive working relationships with OIG partners, and their staffs and use these relationships to share information of interest, support a continuing dialog, and provide active insight into ongoing and planned oversight activities. Plan, manage, and coordinate strategic and tactical projects, plan and execute action taskings associated with assigned projects, and provide project status and reporting.
Conditions of Employment
Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position.
The program does not apply to members of the Military service or contractors. Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one.
