About This Position

This position, within the Law Enforcement, Security & Emergency Services Division serves as an instructor and course developer in the assigned course areas of law enforcement and/or criminal investigation. This is a term position and will be for a period not to exceed thirteen months, with possible extensions up to a total of four years and may be made permanent without further competition.

Qualifications

Requirements Continued... Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments.

Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.

This position requires the incumbent meet the medical standards qualifications per DO/RM57, pre-employment and periodic physical examinations, and must participate in the PEB annually. Ability to lift over 50 pounds Required to carry a firearm while performing duties and required to maintain firearm proficiency You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required.

You will be required to submit a Motor Vehicle Operator's License and Driving Record.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

This position is covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service.

Applicants must be at least 21 years of age and must not have reached their 37th birthday upon appointment to this position. Exceptions allowed: 1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; 2) an applicant is a qualified veterans' preference eligible. All qualifications must be met by the closing date of this announcement-06/04/2026-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. SELECTIVE FACTORS: Applicants must meet ALL of the following to qualify: Previous Law Enforcement Experience: Prior law enforcement experience, as gained by substantial service in a primary law enforcement officer position or equivalent experience outside the Federal government is a MANDATORY PREREQUISITE for incumbents of these positions. (Experience must be documented in your Resume.) Type I Law Enforcement Commission: Must currently possess or previously held (within the past three years), a FLERT issued Land Management Police Training (LMPT), full Type I Law Enforcement Commission or equivalent; or be qualified to receive a Type I Commission upon appointment. This will be based upon having completed approved NPS training as outlined by policy including Natural Resource Police Training (NRPT), Land Management Police Training Program (LMPT), US Park Police Integrated (USPPI), Uniformed Police Training Program (UPTP), BIA Basic Police Officer Training Program (BIA-BPOTP), or Criminal Investigator Training Program (CITP). This is required by the closing date of the announcement.

To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: 1) Leading the design, development, and delivery of advanced law enforcement and criminal investigation training, including curriculum development, instructional design, and evaluation of training effectiveness for interagency audiences; 2) Performing complex federal law enforcement duties, including criminal investigations, enforcement operations, and incident response involving sensitive or high-profile cases; 3) Serving as a subject matter expert and liaison with federal, state, and local law enforcement agencies and academic institutions to develop national training standards and policy recommendations; and 4) Conducting research and authoring professional training materials, including best practices, policy guidance, and instructional content that influence agency-wide law enforcement training and doctrine.

Major Duties

Major Duties of the Park Ranger (Protection) - Law Enforcement Instructor position include, but are not limited to the following: Instruct law enforcement and criminal investigation trainees from various federal agencies using classroom, practical, and virtual training methods. Design, update, and evaluate training courses and materials, ensuring they align with current law enforcement practices and agency standards. Perform law enforcement assignments, including investigations, incident response, and enforcement of federal laws, while maintaining a Type I NPS commission.

Collaborate with DHS, other federal agencies, and academic institutions to ensure training consistency, resolve curriculum issues, and support joint training initiatives. Conduct research on training topics, develop best practices, write instructional content, and contribute to agency-wide training policies and standards.

Conditions of Employment

Additional Information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. Physical Demands: Work includes both general classroom work under controlled environment conditions, & outdoors in all kinds of climatic weather conditions. May be required to assist with field practical exercises that require moderate physical exertion. This work requires walking, standing, bending, sitting & carrying small packages/containers.

May travel to field locations to coordinate training activities. May also involve considerable physical exertion while demonstrating a variety of law enforcement techniques & methods. If assigned to the Physical Techniques Division (PTD), the work environment includes highly strenuous work both inside & outside.

Work in the PTD requires a significant amount of running, physical exertion, exercising, weightlifting & the demonstration & employment of physical defense tactics with students. Law Enforcement/Criminal Investigative assignments require long hours conducting surveillance, investigations, apprehension, transport of prisoner, etc, is required by the incumbent. Carrying of heavy objects is a normal requirement for the position.

Incumbent is subject to hostile environment & is subject to injury. Duties involve performing physical rigorous assignment, often in isolated outdoor environments, frequently exposed to severe weather conditions. Dangerous persons must be physically confronted, subdued & apprehended; many of who are known to carry weapons.

Prisoners must be kept under physical restraint during transport & processing. Criminal investigations & emergency incidents often must be managed without regard to fixed work schedules, days off, or opportunities from proper rest or nutrition. Physical fitness requirements must be met prior to & on continuing basis.

Position is required to meet & continuously maintain the physical/medical standards as set forth in the requirements of D.O. #57; & successfully participate in the physical efficiency battery test. There is a high stress component to much of the incumbent's work assignments. Working Conditions: Work is performed in an office/classroom setting, some of the work is performed outdoors in all kinds of weather & climatic conditions.

Work is performed at various hours of the day & night & for prolonged periods of time, sometimes during emergency situations. The incumbent is frequently exposed to high risk & potentially dangerous situations in law enforcement & emergency types of situations requiring use of a wide range of personal protective gear (some which may be uncomfortable, hot, or inconvenient to wear). Adherence to specific safety procedures & other precautions is required.

Incumbent is required to obtain & maintain a valid state operator's license in order to operate required motorized vehicles. May be required to fly in either fixed-wing or rotary-wing aircraft &/or may be required to operate &/or ride in all types of watercraft. Emergency law enforcement operations will require entry into hazardous environments, exposure to dangerous persons, animals, substances, & potential exposure to infectious diseases.
