Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as: leading or managing information management programs that address both technical and nontechnical challenges, and interpreting and applying Federal laws and regulations related to information management and their application to NRC's regulated community and stakeholders. The ideal candidate will be able to demonstrate the following: Extensive experience in information collections, handling both technical and nontechnical issues related to the Paperwork Reduction Act and 5 CFR Part 1320. Extensive knowledge of pertinent law, standards, regulations, policies and precedents that affect government information management to plan, schedule, and conduct projects and studies and evaluate and recommend ways to improve the effectiveness and efficiency of agency work operations related to information management. Demonstrated skill and knowledge sufficient to 1) make definitive and authoritative evaluations of technical burden issues relevant to information collection requirements' impact on public health and safety; 2) recognize and correlate separate but related data, themes, and trends.
Strong ability to prepare and orally present written and graphic reports of highly complex networks and schedules in a clear and understandable fashion. Major Duties
The successful candidate will perform the full range of Clearance Officer duties. Such duties include but are not limited to: Manage and oversee the agency's information collections program policies. Review Paperwork Reduction Act (PRA)-related work products for quality and timeliness.
Coordinate development and improvement of agency-wide PRA guidance and procedures. Evaluate program effectiveness and implement corrective actions as needed. Provide expert advice and technical assistance on information collection policies and procedures.
Develop and assess new methods, policies, and strategies for PRA program implementation. Ensure agency compliance with PRA requirements and OMB guidelines. Prepare and maintain reports, including required submissions to OMB and annual PRA reports.
Organize and deliver training on information collections for agency staff. Serve as a subject matter expert on complex compliance issues and support their resolution. Review PRA requests to determine appropriate scope and response requirements.
Manage and maintain the agency's information collections inventory to prevent duplication. Coordinate information collection activities related to rulemaking with internal stakeholders and legal counsel. Address and resolve issues arising during rulemaking, including public comments.
Lead ongoing revalidation of information collections to ensure necessity and minimize public burden.
