About This Position
IT Specialist (APPSW), Node-React Full Stack Web Application Developer positions are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens. Selections made will be processed as new appointments to the civil service. Current civil service employees would, therefore, be given new appointments to the civil service. Under the provisions of the Direct Hire Authority, Veterans Preference and the "Rule of Many" do not apply.

Minimum Qualifications: Grade 13 (Bargaining Unit Position) To qualify at the GS-13 level, you must have at least 52 weeks of specialized experience at the GS-12 level, or equivalent, developing and maintaining web applications using React.js and Node.js; building and integrating RESTful APIs and working with databases such as PostgreSQL or MongoDB; writing clean, maintainable code and using version control tools like Git or Bitbucket; collaborating with team members in an agile environment to deliver new features and resolve issues; writing and maintaining unit and integration tests; troubleshooting and debugging web applications; familiarity with cloud platforms (such as AWS or Azure) and CI/CD pipelines is preferred. Minimum Qualifications: Grade 14 To qualify at the GS-14 level, you must have at least 52 weeks of specialized experience at the GS-13 level, or equivalent, designing, developing, and maintaining large-scale, responsive web applications using React.js, CSS, and JSON; building and integrating RESTful APIs using Node.js and Express.js to support enterprise-level web applications; collaborating with cross-functional teams to define, design, and deliver new features in a fast-paced, agile environment; writing clean, maintainable, and efficient code following Test-Driven Development (TDD) practices, including unit and integration testing with React Testing Library (RTL) and other popular testing libraries; utilizing Git or Bitbucket for version control and collaborating with team members using Visual Studio Code; integrating and managing PostgreSQL and MongoDB databases, including writing advanced SQL queries and working with data formats such as JSON and XML; developing and maintaining API documentation using Swagger UI; implementing and maintaining security best practices, including authentication and authorization for web applications; ensuring web applications are compliant with Section 508 accessibility standards; troubleshooting, debugging, and upgrading existing systems, including resolving production outages and issues by analyzing Splunk logs and Dynatrace; integrating Commercial Off-The-Shelf (COTS) solutions into robust, API-driven architectures for real-time connectivity with existing systems; conducting performance analysis and tuning to optimize memory and CPU consumption.
