About This Position

The position serves as the program manager and a member of the State Leadership Team, and is a consultant and advisor for Natural Resources Conservation Service (NRCS) conversation program activities. Responsible for coordination, direction, evaluation, and oversight of NRCS programs for the assigned state and for programs of other agencies administered by NRCS, and application of related administrative policies and procedures for which NRCS has technical responsibility.

Basic Education Requirement: 1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR 2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: For the GS-13 Grade Level: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include: Demonstrate applying a broad knowledge of soil and water conservation principles and methods. Developing natural resource guidelines and working with business plans addressing priorities, goals, and objectives.

Developing, implementing and managing complex natural resource conservation programs dealing with diverse and sometimes opposing audiences, and working as a liaison with individuals, groups and federal, state and local government. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Major Duties

Provides statewide leadership and guidance for overall planning, development, and operation of programs and activities within areas of responsibility.

Leads the state’s Programs team and provides guidance to assistant state cons for field operations and district conservations in developing support and understanding of programs and activities.

Serves as Acting State Conservationist when the line of succession delegates this responsibility.

Serves as consultant and advisor of Natural Resources Conservation Service program responsibilities by recommending and implementing policies within the framework of broad national policies.

Physical Demands: Work is mostly sedentary; and may include carrying light items such as books, training material and similar items. Work may require field visits, where walking will be required. Travel to field and state offices is determined on a case-by-case basis.

The work does not require any special physical effort. Work Environment: The work involves working in a typical office environment with adequate heat, cooling, and lighting. Occasionally the work may require moving objects that weigh more than 10 pounds and fieldwork is involved during training and site visits for the evaluation of program application.

Telework: This position is eligible for telework as determined by the agency policy. Incentives: Recruitment and/or relocation incentives may be authorized. Bargaining Unit: This is a non-bargaining unit position.
