About This Position

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a MILITARY AND FAMILY READINESS MANAGER (ACCELERATED HIRE) TITLE 5, Position Description Number T5701100 and is part of the HI JOINT STAFF, National Guard.

Qualifications

CONDITIONS OF EMPLOYMENT & NOTES: 1. Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.

  1. The incumbent of this position description must have, at a minimum, a completed National Agency Check with Child Care Inquiries (CNACI) prior to position assignment.
  2. Irregular and adjusted weekend work schedules hours may be required to support operational requirements or contingencies.
  3. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  4. Obtain and maintain valid driver's license. The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required.

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1). ** Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

Training/Certification requirements. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center.

Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position. l. Major Duties

Under this Accelerated-Hire announcement, all applicants who meet the minimum requirements at the grade level for which they apply will be forwarded to the Selecting Official for consideration. SUMMARY OF DUTIES: This position is responsible to budget, direct, plan, develop, articulate, implement, provide quality assurance, training and assistance for all aspects of Service member and Family Readiness Programs; and supervise and administer program services to National Guard Service members and their families beginning from the Recruit Sustainment Program through the entire military lifecycle.

Enables the provision of, or referral to, services for service and family members of deployed military personnel regardless of service or component (Army, Marines, Air Force, etc.). Responsibilities are aligned at all levels of steady state, contingency and mobilization with operations geographically dispersed throughout the state to enable maximum program reach, support to Commanders and readiness impact. MAJOR DUTIES: Serve as TAG's State-level technical Subject Matter Expert, consultant and policy advisor on the full scope of military and family member readiness and well-being programs.

Oversee and measure program effectiveness, adequacy of program capabilities and synchronization of Service Member and Family Readiness programs to OSD, Service, NGB policy and accreditation/certification standards. Supervise, evaluates performance and directs the Readiness Support staff, including subordinate program team leads and direct the Support Services staff. Demonstrate authoritative discretion, provide direction, technical oversight, budget oversight, support, guidance, and assistance to enable programs that positively impact readiness and enhance the quality of life for members and families during steady state/peacetime and mobilization/deployment periods.

Assign work to subordinates; technicians, State employees, Title 5 civilians, statutory volunteers, and AGR personnel to ensure full coverage of all work/life services and activities provided by the Readiness Support; provide individual and team development, and cross training. Ensure required initial and sustainment training for staff and volunteers is completed. Ensure subordinates are held accountable for actions taken and advice provided to customer.

Interpret, adapt and implement program and resource guidance, regulations, policies, and public law from higher headquarters (National Guard Bureau) and other sources (including DoD, Army and Air Force), tailoring guidance to specific and unique Readiness of the state/territory/DC within program requirements. Serves on a variety of NGB, state-level and unit-level military and family readiness councils and community councils to keep informed on operations and/or to coordinate programs and requirements (e.g., Commander's Ready and Resilient Council). Develops the most effective and acceptable approaches and meets with program and activity managers and other stakeholders to gain their concurrence and support and to develop innovative joint programs and activities.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
