This National Guard position is for a MATERIALS EXAMINER AND IDENTIFIER, Position Description Number D0780000 and is part of the PA Combined Support Maintenance Shop East, National Guard. 1 or more Position(s) may be hired against this Announcement.
Qualifications
APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Combined Support Maintenance Shop - East AOC 2: NG employees in the DCSG4 (This includes Combined Support Maintenance Shop - West, Director of Logistics, State Surface Maintenance Office, FMS's 2, 4, 5, 9, 10, 16, 17, 24, 27, 28, 29, and 33, and the United Training Equipment Site) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) Military Grades: Enlisted: E1 - E8 Supervisor for this position is 1SG Herr *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience or training which demonstrates the ability to distinguish between closely related or similar items, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools SPECIALIZED EXPERIENCE: Application must indicate experience or training identifying and sorting a variety of complex materials and equipment. Experience receiving materials and equipment, recording, and placing items in proper storage areas.
Experience preparing all items for shipment using appropriate agency instructions. Experience in mathematical equations. Experience interpreting and using Federal Supply Catalogs, military and manufacturing catalogs, and technical and agency manuals.
Experience using and operating forklifts and motor vehicles. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.

Major Duties
As a Materials Handler, WG-6912-07, you will inspect, receive, sort, count, and classify hazardous materials such as explosives, toxic chemicals, flammables, gas cylinders, radioactive material, and hazardous waste. Prepare material for shipment, storage, and disposition. Contact generating activities, shipping agencies, and National Guard (NG) environmental personnel to coordinate requirements of environmental policies and directives. Coordinate turn-in activities with the Defense Reutilization Marketing Office (DRMO) or contractors. Perform other duties as assigned.

Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period.
Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
