About This Position
Position is in support of Facilities and Equipment, Operations and Reimbursables. Incumbent performs a combination of routine, multiple and varying assignments and serves as the expert for fiscal tracking and accounting procedures.
Qualifications
TO QUALIFY AT THE FV-F (FG/GS 5-9) level, you must demonstrate in your application that you possess at least at least one-year specialized experience equivalent to the FG/GS-4 level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. SPECIALIZED EXPERIEINCE: may include but not limited to: General knowledge of accounting and reconciliation of financial records.
OR
Successful completion of a full 4 year course of study in any field leading to a bachelor's degree in an accredited college or university.
OR
Combination education and experience may be qualifying for this position. TO QUALIFY AT THE FV-G (FG/GS 10/11) level, you must demonstrate in your application you possess one (1) year of Specialized Experience equivalent to FV-F (FG/GS 5-9) level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. SPECIALIZED EXPERIENCE may include but is not limited to: Experience with fund certification and reconciliation, analyzing statistical fiscal data, and experience using REGIS/DELPHI.

Major Duties
Duties at the F Band: Incumbent is responsible for funds certification and reconciliation of financial records. Reviews accounting, obligation documents, and data before they are fund certified and entered into the accounting system. Provides feedback to ES managers and employees on accounting errors.
Corrects coding errors and discrepancies. Advises ES managers and employees on areas requiring improvement and corrections in fiscal data or processes. Maintains and tracks program fiscal data via various software systems, including but not limited to, CWP Portal, PRISM, Delphi, REGIS, US Bank and E2.
Maintains and analyzes statistical spreadsheets or databases, as required, to identify and document problems and successes in fiscal management as a means to improve fiscal control, accuracy and efficiency. Generates reports from available databases to track and monitor ES performance and metrics and provides status briefings to management. Provides guidance to lower level FCOยฟs and administrative personnel.
Serves as the ES liaison to Logistics, Accounting, Business Services, Planning and Requirements and others on fiscal data and processes. Demonstrates some independence in planning time and using assigned resources to accomplish tasks or small projects. Contacts are primarily internal to the organizational unit, major subdivision, or LOB/SO with a manager and other employees to share information, provide data and/or written analyses, and/or explain the statuses of assignments.
Established policies/procedures provide guidance for most assignments. Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable. Work typically is reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities.

Education
Education Substitution: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, gained from an accredited college or university. A combination of education and experience may be qualifying for this position. Schools must be accredited by an accrediting institution recognized by the U.S. Department of Education. Accreditation may be verified at the following website: www.ed.gov/accreditation.
