WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing at least ALL of the following: Monitoring or analyzing projects, new programs, or initiatives to ensure alignment with the program's mission, goals, and objectives. Evaluating and interpreting policies, legislative initiatives, projects etc. to determine potential impact on the program. Developing recommendations to address issues/concerns impacting the program's policies, agency regulations, and/or internal processes. Preparing briefing materials and talking papers for senior leaders. Presenting information to stakeholders at conferences, meetings, or on-site visits. Major Duties
WHAT YOU'LL BE DOING DAY TO DAY As a Management and Program Analyst, you will use your knowledge of and experience with Human Resources and Services Administration to optimize business results and customer experience by: Serves as a management and program analyst on a variety of demanding, highly complex management and program projects including: (a) HRSA Wide Project Officer/COTR Certification Training Program; (b) Resource Conservation and Recovery Act (RCRA) project a.k.a. Green Purchasing; (c) Balanced Score Card Program for Acquisitions; (d) HHS Acquisition Work Group for the development of a HHS Acquisition Intern Program; (e) Division of Procurement Management Reporting projects; (f) Interagency Agreements (IAAs) Program; (g) manage past performance reporting in conjunction with NIH, and; (h) other duties as assigned. Develop and interpret detailed long and short-term plans, policies, and procedures for the efficient and effective operation of complex management and program projects. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of various management and program projects in meeting established goals and objectives. Provides advice and recommendations to top management, both orally and in writing, on applicable laws, regulations, policies, and the administrative feasibility of operating plans, suggestions, and proposals.
