About This Position

This position serves as a Management Analyst within the Program Oversight and Accountability Division on the Approvals Management and Oversight Team and is responsible. The incumbent is responsible for providing the Approvals Management and Oversight team chief and first line supervisors with objectively based information for making decisions on the administrative and programmatic aspects of education operations and management within the assigned portfolio.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: close date of announcement.Time-in-Grade: Applicants who are current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. In addition to the experience required for the GS-11, applicants must have one year of specialized experience which is equivalent to the next lower grade (GS-11 level) in the normal line of progression for the position. Specialized experience is defined as experience diagnosing problems within the organization and implementing plans and means to make improvements and/or implement change; or experience developing the design of business processes, systems, technology, and/or job roles. There is no education substitution at GS-12 grade level.

Major Duties

Specific duties include: Knowledge and understanding of key education program events and milestones, and a comprehensive understanding of the structural organization of the Department of Veterans Affairs (VA), other benefit programs, and the mission of VA is essential. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of education programs administered is vital. Ability to processes and apply both qualitative and quantitative measures, is critical for data management required by the position.

Comprehensive knowledge of methods for gathering, analyzing, trending and evaluating data to be used for developing reports to determine program effectiveness and efficiency are vital to the position. Ability to utilize statistical analysis skills and forecasting to examine and interpret complex data and make sound recommendations to management. Advanced written and oral communication skills are required, along with the ability to clearly articulate and explain complex data and concepts to upper-level management.

Highly skilled and polished presentation skills. Ability to make persuasive recommendations based on facts coupled with strong collaboration and negotiation skills to work through disputed recommendations to determine resolution. Effective interpersonal skills to communicate with employees at all levels and elicit necessary information to complete assignments.

The incumbent must demonstrate maturity and a high degree of professionalism at all times. Ability to exercise exceptional judgment, tact and understanding along with the ability to maintain confidentiality is required. Ability to work independently or as part of a team, as well as to effectively organize and prioritize so that deadlines are met, and work is produced systematically.

Ability to interact and work with management officials of all levels, complete assignments accurately and timely, often under tight deadlines. Knowledge of automated work processes is required for conducting the administrative support functions. The EDU MA has the ability to create and interpret databases, develop effective tracking and filing systems to assure that action items are completed.
