Qualifications

Specialized Experience Statement: Candidates must possess at least one year of specialized experience, equivalent in responsibility to the GS-12 level in the Federal service or private sector. Specialized experience for this position includes: Experience defining project scope and objectives and deliverables and success metrics in collaboration with senior leadership; developing project plans, schedules, and budgets; experience applying Lean Six Sigma methodologies to identify inefficiencies, reduce waste and improve process quality. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-12 level.

Major Duties

The position operates within the Office of the Administrator/Chief Operating Officer ("A") and supports the coordination, monitoring, and reporting of projects, initiatives, and operational activities across divisions. The incumbent maintains visibility into the status of key initiatives, identifies risks and dependencies and provides leadership with consolidated reporting and analysis to support informed decision-making. In this position, you will: Define project scope, objectives, deliverables and success metrics in collaboration with stakeholders and senior leadership.

Develop and manage project plans, schedules, and budget, Monitor project progress and adjust implementation strategies to esnuure alignment with strategic goals. Design and implement evaluation frameworks, performance metrics and data collection methodologies. Use Lean Six Sigma tools and techniques, including suppliers-inputs-process-outputs-customers-significant (SIPOC) diagrams, root cause analysis and control charts to assess operational processes and recommend improvements.

Demonstrate expert knowledge of project management principles, practices, and tools across the full project life cycle. Apply integrated disciplines including scope, schedule, cost, quality, risk, procurement and stakeholder management. Lead the development of project charters, work breakdown structures, resource plans, and performance dashboards.
