About This Position
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as working leader of more than fifteen employees at the Military Correctional Complex (MCC) Sub-Facilities Branch.
This position is included under the provisions of Special Retirement Coverage (SRC) and may have both a maximum entry age and a mandatory retirement date.
Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Mechanic Leader ~ without more than normal supervision. - Maintain and repair refrigeration systems (i.e. walk-in coolers, freezers, drinking water coolers and ice machines); commercial and industrial Heating, Ventilation and Air Conditioning (HVAC) systems (including mechanical and electrical control valves, performing exhaust analysis and adjusting firing controls and fuel air mixtures). Repair and maintain plumbing systems (hot and cold water piping and hot water circulating systems, traps, showers, tubs, water closets and garbage disposals) and measuring, cutting, bending and joining pipes. Test, troubleshoot, and modify electronics equipment with integral components.
Install, repair and maintain electrical wiring systems, switches, distribution panels, outlet boxes and electrical fixtures and emergency power supply systems. - Failure to meet this Screen Out Element will result in an ineligible rating. Physical Effort: The incumbent of this position works in close and cramped positions, lifting, climbing, stooping, crawling, and bending. They frequently lift and carry items, unassisted, weighing up to 50 pounds, and often exert similar effort in pushing, pulling, and positioning parts, assemblies, and equipment.
They frequently lift and move heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes. They are sometimes required to work from ladders or work platforms at varying heights. Working Conditions: Work in this position is both inside and outside in all kinds of weather.
When inside, they are frequently exposed to drafts, changing temperatures, and noise which is difficult to talk above. When outside, they sometimes work in bad weather, in mud or snow, and in wet or icy areas. Both inside and outside, workers are exposed to irritations and discomfort from dust, dirt, noise, grease, heat, and fumes.
They typically work on parts and systems, which are dirty, oily or greasy. They are subject to cuts, burns and explosives, chemical irritations, bruises, electrical shock, and injuries from falls while repairing, positioning, and moving equipment.
This position is located within the Military Correctional Complex, located at the United States Disciplinary Barracks.
This position requires frequent, direct contact with inmates.
This position has been designated as a primary/rigorous and is eligible for Law Enforcement (LEO) retirement coverage under the provisions of title 5 USC 8336(c) and 8412(d) by DoD memorandum dated 19 August 2010. The maximum entry age for positions covered under this retirement is 37 years old. Retirement from this position is mandatory at age 57 with 20 years of LEO service. The maximum entry age may be waived under certain circumstances. Individuals who are past the maximum entry age limit, but previously served in a primary position, MAY be reinstated.
Major Duties
Assign work to individuals ensuing proper distribution of workload.
Check on work in progress and when completed, check for compliance of supervisor's instructions on work sequences, procedures, methods and deadlines.
Perform complex maintenance procedures utilizing plumbing, electrical, HVAC and carpentry trades.
Read and interpret drawings and sketches to perform installation, maintenance and repair work.
Demonstrate proper work methods to subordinate employees.
Answer workers' questions regarding procedures, policies and instructions.
Provide information to supervisor on status and progress of work, causes of delays and overall work operations and problems.

Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment and relocation incentives MAY be authorized. Salary negotiations for candidates new to Federal service MAY be authorized.
