About This Position

This position is located in the Air Traffic Organization (ATO), Management Services, Financial Services Directorate, Materiel Management and Procurement Group, ATO Space Management Team (AJG-R250). This group is responsible for providing advice and assistance to managers in the Air Traffic Organization (ATO) on a wide range of complex business, logistical and operational functions that directly impact the work of all functional areas and organizations within the ATO.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as: -Experience coordinating services of space management specialists, vendors, designers, architects and installers; AND -Experience translating customer requirements into office space configuration designs that meet the project objectives. You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered.

Major Duties

The Logistics Management Specialist uses analyzes to designs office space and furniture configuration plans to meet the administrative space requirements for ATO Service Units in the National Capital Region (NCR). As a recognized space management expert, provides leadership for highly complex and challenging activities under the minimal direction of the team manager. Shares responsibility for the NCR space management effort with other senior specialists.

This work affects all ATO Service Units in the NCR. Acts as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities such as coordinating space requirements for the movement of large groups of individuals between NCR facilities. This requires the development of new and innovative approaches to accommodate the lack of available space and new hoteling requirements.

Leads large project teams in analyzing, identifying and resolving challenging space management problems or issues that often cross organizational boundaries and impact the fulfillment of ATO space requirements. Applies project management principles, methods, and techniques to develop, schedule, coordinate, and lead projects and acquire and allocate resources. Monitors all project phases, including requirements gathering, design and layouts.

Schedules, delivers and coordinates services of assigned space management specialists, vendors, designers, architects and installers. Reviews and analyzes new and proposed space management policies and determines impact on program operations. Is often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules, regulations, and external concerns.

Reviews processes and develops new processes, procedures or policies. Provides feedback to management on updates, changes and deletions based on updated or revised organizational goals and mission. Provides on-the-job training to new or less-experienced space management specialists.

Interprets General Service Administration policies, Federal Aviation Administration Orders and Acquisition Management policies and procedures to translate ATO customer requirements into office space configuration designs that meet the project objectives, while optimizing the use of limited resources. Works with the senior management team to secure funding for one-time costs to include construction, furniture, security, telecommunications and other required space management services. Oversees build-out construction, furniture procurement and delivery of essential services to ensure they are executed according to detailed project plans and delivery schedules.

Uses various technological media such as Microsoft Word, Excel, and PowerPoint to analyze and display visual information. Develops statistical charts and graphs to clearly identify trends or to highlight information that lead to data driven decision making. Contacts are internal and external to AJG.

Represents AJG as a principal point of contact to provide advice and guidance on the applications of policies and procedures for complex administrative design projects to other Service Units and FAA lines of businesses. Collaborates with project managers to obtain information use for the preparing, reviewing and recommending approval of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/ or organizational policies to internal and external audiences.

Communicates requirements including space standards, security standards, project schedule and vendor performance data to various audiences. Formulates and recommends positions on major projects to senior management. The Team Manager Work typically is reviewed only at completion for success in achieving planned results.
