About This Position

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a LOGISTICS MANAGEMENT OFFICER, Position Description Number D0975P01 and is part of the HI JFHQ G4, National Guard. LOCATION: Joint Force Headquarters - G4, Hawaii Army National Guard, Kapolei, Hawaii

Qualifications

Experience identifying delays or problems and developing corrective actions.

Major Duties

SUMMARY OF DUTIES: The primary purpose of this position is to serve as Deputy Chief of Staff for Logistics (DCSLOG)G4 and principle advisor to The Adjutant General (TAG), Joint Forces Headquarters (JFHQ) senior staff and the National Guard Bureau (NGB) Army Directorate on all matters of logistics functions within the JFHQ less aviation support activities and those functions which fall under the purview of the USPFO. Develops policies, prepares budgets, and prioritizes logistics requirements to meet mission goals and objectives. Serves as member of the state's Program Budget Activity Committee (PBAC), maximizing readiness through analysis of requirements and assessment of impacts in adjusting allocation of federal funds between accounts.

The DCSLOG/G4 plans, programs, coordinates and directs the activities of logistics functions that include supply, services, maintenance and transportation. Ensures resource requirements are identified, documented and defended both within the State and to the national level in response to requirements established by the Chief, Army Logistics of the NGB Army Directorate. As a senior logistics manager within the State, operates in both a line and staff relationship both within the JFHQ and with a broad spectrum of logistics operations Statewide.

Logistics Support and Compliance: Directs statewide logistics support missions, property accountability, and equipment management while administering the Command Supply Discipline Program (CSDP), the Command Maintenance Discipline Program (CMDP), Command Deployment Discipline Program (CDDP) and the Command Food Service Discipline Program (CFSD) Defense Movement Coordination: Directs the state's military transportation mission, managing convoy clearances and troop movements through specialized systems like TC AIMS and MOBCON. New Systems Material Fielding: Oversees the integration, training, and execution of logistics fielding plans for complex new equipment and weapons systems. Mobilization and Readiness Planning: Develops and implements comprehensive logistical support, emergency response, and readiness plans for unit deployments and exercises.

Maintenance Program Administration: Administers complex, statewide maintenance facilities and executes the strategic Maintenance Strategy Action Plan (MSAP) through Field Maintenance Shops (FMS), Unit Training Equipment Sites (UTES), and Combined Support Maintenance Shops. Personnel Management and Leadership: Supervises the directorate through subordinate managers, exercises final authority over personnel actions and career programs. Budgeting and Resource Allocation: Prepares budgets and prioritizes logistics requirements on the Program Budget Activity Committee to maximize military readiness.

Stakeholder Interfacing and Negotiations: Justifies, defends, and negotiates complex logistics requirements with military officials and other government agencies. Performs other duties as assigned.
