About This Position

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

Qualifications

You may qualify at the NH-04, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service. Applicants are required to meet 2 of 3 statements in order to be qualified: Demonstrated a comprehensive understanding of complex weapon systems and their components to be able to respond to customer requirements.

Experience with integrating total package fielding concepts related to foreign military sales (FMS) in order to provide input for master schedules and plans to make necessary modifications to meet current and long-range objectives to establish priorities, and provide advice on policies, schedules, and other changes in program objectives. Experience with managing FMS case budgets, funding restrictions, time requirements for additional funds and tracking of available funds to ensure program objectives are accomplished in a timely and effective manner. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Incumbent may be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July 2012.

Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above. Applicants who have returned from an overseas tour, and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver.

NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years. Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis.

Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location. Applicants hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area.

May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism. Payment for travel and transportation expenses may be authorized. This includes government paid travel transportation, shipment and temporary storage of household goods, and possibly other entitlements based upon the JTR and agency policy.

Major Duties

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for serving as a Liaison Officer for the Directorate for International Security Cooperation & Assistance.

This position is part of a planned Transfer of Function (TOF) from the Missile Defense Agency to the Department of the Army. This action is projected to be effective on or about October 1, 2026. As a Liaison Officer at the NH-0301-4 some of your typical work assignments may include: Serve as the primary Missile Defense Agency (MDA) Liaison Officer and trusted agent for a designated country, responsible for facilitating all communications and aligning strategies related to Foreign Military Sales (FMS) for the Terminal High Altitude Area Defense (THAAD) weapon system. - Advise the THAAD Program Manager on all in-country events and relationship dynamics, providing strategic analysis and recommendations to ensure program plans serve the best interest of the MDA.

Exercise comprehensive program oversight by identifying and resolving potential problems, investigating bottlenecks, and implementing management controls to ensure program objectives are accomplished effectively and economically. Represent the THAAD Program Manager in all interactions, including those involving significant or controversial issues, while planning and coordinating all meetings, official visits, and responses to information requests. Provide direct oversight of government and contractor activities, establishing priorities and offering guidance to ensure the successful and integrated installation, maintenance, and operation of the in-country THAAD weapon system.
