You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as: Experience with the legislative process and how funding decisions are developed, negotiated, and enacted.

Expertise in drafting and reviewing congressional materials, including testimony, briefings, and reports, and maintaining accurate, up-to-date legislative action records. Skill in using established techniques and methods to conduct studies and reviews that support decision-making. Experience and knowledge of congressional appropriations processes and budget formulation, justification, execution, and reporting.

Major Duties

As a Legislative Affairs Specialist, GS-13 you will perform the following duties: Congressional Appropriations - Extensive knowledge of DHS/ICE programs, policies, and procedures as they relate to the congressional appropriations process. Broad experience with the legislative process and how funding decisions are developed, negotiated, and enacted. Research - Expert at researching congressional records and monitoring hearings to track legislative developments.

Proficient in drafting and reviewing testimony and maintaining accurate, up-to-date legislative action records. Written Communication - Writes clearly, concisely, and in an organized manner tailored to the intended audience. Produces written products that are persuasive, accurate, and easy to understand.

Planning, Programming, Budget, and Execution (PPBE) - Strong knowledge of budget formulation, justification, execution, and reporting. Understands how program, budget, accounting, and reporting systems interrelate to support resource decisions. Strategic Thinking - Develops forward-looking strategies aligned with the organization's mission and operating environment.

Sets priorities, anticipates risks and opportunities, and incorporates a long-term perspective into planning and policy.
