About This Position
The Legal Instruments Examiner works towards successful accomplishment of tasks, goals, and projects within the Civil Aviation Registry.
Qualifications
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FG/GS-5 grade level. Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized Experience includes experience examining applications for aircraft registration; experience evaluating contents of documents to make determinations; experience importing, exporting, reviewing, and processing documentation; experience interpreting laws and regulations to internal and external stakeholders; experience composing letters to the aviation community.

Major Duties
Examines applications for aircraft registration, and accepts or denies registration based on applicability of appropriate Federal statutes and regulations, and evidence of ownership submitted. The complexity of the process is intensified with the applications from resident aliens, trustees, corporations qualifying as U.S. citizens through use of a voting trust, foreign-owned corporations fractional ownership arrangements and limited liability companies. Evaluates documentation received in support of registration to non-U.S. citizens before making a final decision on the applicants' eligibility.
Originates record on aircraft that have never been registered including imported, newly manufactured and amateur-built aircraft. Determines manufacturer and model designation codes in connection with creating the aircraft record. Receives on the job training for this responsibility as needed.
Examines conveyances, registration number applications, and other security instruments pertaining to aircraft, engines, propellers and/or spare parts locations and determines acceptability for registration number assignment and/or eligibility for recordation. Evaluates contents of documents to determine the intent as applicable to the ownership or security interest in the collateral and their acceptability for recording. Interprets the legal terminology in Federal and State statutes, regulations, contracts, petitions, executions, court orders, trust agreements, bankruptcy and insolvency actions, and a wide variety of other legal instruments, and makes the final decision as to accept or deny assignment or the disposition of the conveyance submitted.
Complexity is increased with submissions regarding trustees, fractional ownership, authorizations and limited liability companies. Receives on the job training for this responsibility as needed. Serves as import/export specialist.
Provides priority handling of transactions involving aircraft being imported from or exported to foreign countries due to the financial and operational hardships that occur when delays are experienced in processing the documents. Reviews and interprets foreign documents with unfamiliar terminology, assures compliance agreements, and makes immediate decisions on eligibility for assignment of U.S. registration number, registration or deregistration. Authorizes the assignment of registration number and sends telegraphic messages to FAA counterparts and the aviation public confirming U.S. registration number assignment.
Issues temporary authority to operate the aircraft, and sends telegraphic messages to foreign civil aviation authorities, other FAA counterparts, and the aviation public, confirming registration or deregistration. Receives on the job training for this responsibility as needed. Establishes and maintains effective communications with the private sector involved in the manufacturing, purchasing, selling, leasing, and financing of aircraft by telephone, e-mail and through personal contact.
Interprets laws and regulations for attorneys, bankers and other lenders, aircraft manufacturers, aircraft owners and title search companies. Composes letters to the aviation public concerning registration number assignments, special number requests and reservations, changes of registration numbers, registration of aircraft and/or recordation of security instruments, clearly conveying requirements, offering alternative solutions when appropriate, and collaborating with the customers in instances where less than ideal documentation is available. Determines validity of signature authorities granted by powers of attorney, resolutions by board of directors of corporations, and merger agreements.
Performs other duties as assigned.
