About This Position

The position is for the Air Traffic Organization (ATO) Technical Training Directorate, Technical Curriculum Architecture Team. The position serves as a Learning Management System Specialist providing support to the Blackboard Node Administrator. Performs multiple, varying, and complex assignments under minimal direction to support the Directorate's training activities.

Qualifications

To qualify for this position at the I band level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-11 level. This experience is typically related to the line of work of the position to be filled, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as: Experience coordinating with system administrators to ensure accurate course deployment and functionality across platforms. Experience loading and activating courses, enrolling users, and identifying content integration problems. You should include relevant examples of the specialized experience in your work history.

Major Duties

The Learning Management System Specialist provides technical and program support for Blackboard Ultra and the Tech Ops Distance Learning Program. Applies experience and comprehensive knowledge of learning management systems (LMS), training operations, and related policies to plan, coordinate, and execute complex work with minimal direction from a project/program manager or more experienced specialist. Acts as a contributing specialist on large work activities that support the Blackboard Ultra learning management system and the Tech Ops Distance Learning program within the Technical Curriculum Architecture Team.

Manages the day-to-day operations in Blackboard Ultra, including loading and activating courses, adding users, and enrolling instructors and course builders. Ensures course content is properly integrated by coordinating with eLearning Representatives (eLReps) and resolving content-related issues or routing them to the appropriate technical resource. Uploads acceptance test results and maintains required course documentation.

Works across functional and organizational lines to assists the eLMS administrator with creating and adding Directorate-specific courses in both systems and verifies that courses function correctly across platforms. Supports initial course development and assists eLReps with the deployment of Blackboard courses. Participates in User Acceptance Testing to identify issues and confirm that content communicates correctly between Blackboard Ultra and eLMS.

Researches, analyzes, and resolves requests related to exam retakes, bypass exams, and waivers in accordance with established policies. Makes authorized updates to test status (Pass/Fail, Lock/Unlock) and advises management on available options based on test or course outcomes. Handles sensitive information, including personal identifiable information (PII), in accordance with policy requirements.

Generates, reviews, and distributes Blackboard and eLMS reports related to user activity and course completions. Responds to questions about Blackboard content, course access, and system processes. Researches and explains procedures related to Blackboard¿eLMS integration and course or scheduled offering management.

Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional.

Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or the Blackboard System Administrator to solve problems. Works with internal and external stakeholders to share information, provide data, and explain the status of assignments.

Serves as a point of contact to provide guidance on the application of policies and procedures. May communicate Federal Aviation Administration (FAA) positions on training-related policies and procedures to internal and external partners. Supports the Air Traffic Organization (ATO) Blackboard/eLMS network by coordinating and leading meetings.

Coordinates with the electronic learning management system (eLMS) administrator in creating and adding Directorate specific courses in both Blackboard Ultra and eLMS, ensuring courses function properly between Blackboard Ultra and eLMS. Provide support and guidance for initial development of courses and assists the eLRep with the deployment of the organization¿s Blackboard courses. Participates in Blackboard User Acceptance Tests to identify problems and verify that content works correctly in Blackboard and communicates properly with eLMS before it is launched to the technical workforce.
