About This Position

This position is located at the consolidated Network and has the delegated authority from CHRO to sign and release personnel actions. Incumbent performs duties as team leader over a group of Technical Review Human Resources Specialists.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level.

Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: technical/quality review of personnel actions, utilizes reports to ensure data accuracy, performs employee record audits, resolves issues through DCIPS and REMEDY, processes corrections and cancellations, processes complex record reviews/corrections, and conducts research through VA Handbooks, laws and regulations to ensure proper processing of personnel actions and data accuracy. . ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.

Major Duties

The length of this temporary promotion is NTE 1 year, with the possibility of becoming permanent without further competition. Duties include but are not limited to the following: The position is responsible for the technical/quality review of personnel actions, processing mass personnel actions as a result of HRIS Bulletins, HT38 conversions, O&E and CARDS audits, conducting pay audits, conducting employee record audits, resolving issues through DCIPS and REMEDY, and processing all cancellation and correction actions in HRSmart for all functional areas in HR (e.g., ER, R&P, benefits, etc.) to ensure compliance with regulations and interpretation of the organization's Personnel Accountability, HR policies and procedures to address issues that require substantial interpretation. Incumbents are responsible for a variety of special projects and programs within the Network by providing analysis of technical issues, support to management and operations in program execution and communications. Serves as team leader over a group of Technical Reviewer Human Resources Specialists.

Responsible for assigning, monitoring, and reviewing the work performed by subordinate team members. Provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Trains or arranges for the training of team members in methods and techniques of technical skills and team building and working in teams to accomplish tasks or projects.

Reports to the supervisor periodically on team's work accomplishments, training needs and work processes. Coordinates the preparation, presentation and communication of work-related information to the supervisor. Maintains reference materials, project files and relevant back-ground documents and makes available policies, procedures and written instructions from the supervisor.

Represents the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise. Incumbent organizes and facilitates the team's role in actions items resulting in mass actions or audits in preparation of or as a result O&E and CARDS audits, HT38 conversions, HRIS bulletins, etc. Serves as a first level point of contact for the Technical Review team by providing high-level consultation advice and guidance and serves as a first level diffuser in difficult situations.

Participates in the development, execution, evaluation, and oversight of the Network's Technical Review team. Incumbent reviews various reports or products to assess the staffs work, monitors their performance, and provides an analysis to the Technical Reviewer Supervisor. Assists cross-leveling work within the team and requests overtime or other assistance as required.

Develops and presents technical briefings to staff, Board of Directors, and others, as required. Reviews all facets of work for all areas of HR including Staffing, ER/LR, Benefits, etc. across all medical centers within the region. Serves as a technical reviewer for all personnel actions to include reviewing and releasing actions.

Performs other related duties as assigned. Preferred Experience: Experience with mentoring/leading individuals. Experience on Technical Review team, or at minimum very strong Recruitment and Placement experience along with strong HR Smart Processing experience
