Major Duties

The United States Space Force (USSF) at the Pentagon is searching for a HR Business Partner to support S1CP (NH-0201-04, GS-14/15 Equivalent). Description: The U.S. Space Force is looking for a strategic HR powerhouse to join our headquarters team at the Pentagon.

This is not your standard, strictly-defined bureaucratic role; we are actively building and transforming our workforce, which means you will be operating in a fast-paced, rapidly evolving environment where the playbook is still being written. We need an agile thinker who has the battle scars of operational, transactional HR, combined with the vision of an enterprise policymaker. If you love building structures from scratch, solving complex problems without a map, and directly advising senior military and civilian leaders, this is the opportunity you've been waiting for.

In this role, no two days are the same. On any given morning, you might be developing enterprise-level policy for our Guardian Intern programs, architecting new workforce shaping strategies, or finding innovative ways to leverage hiring authorities and alternative personnel systems. By the afternoon, you could be managing rapid-fire, high-visibility taskers, advising executive leadership on sensitive employee relations issues, or spearheading HR transformation initiatives.

You will serve as the central hub and ultimate technical authority for a massive, diverse portfolio of HR programs. Because we operate at the highest staff levels, the tempo is fast and the due-outs are rapid. We need a proactive problem-solver who can seamlessly translate complex HR regulations into actionable, plain-English solutions that drive the Space Force mission forward.

Ideal Candidate: A versatile HR background that spans from tactical, operational execution to enterprise-level policy development and program evaluation. They will possess the unique ability to "operate in the gray," building structures and providing authoritative guidance in a rapidly evolving landscape where established precedents may not yet exist. Furthermore, the ideal candidate will possess proven agility in a high-tempo, executive staff environment, demonstrating the capacity to navigate a massive portfolio of complex federal HR programs while consistently delivering high-quality, rapid-fire results to senior U.S.

Space Force leadership. Key Skills and Abilities: 1. Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions, and concepts governing functions such as recruitment and placement, classification, training and development, employee/labor relations, benefits and entitlements, talent management, succession planning, acquisitions, non-appropriated fund (NAF), or other programs related to personnel management within the federal government.

  1. Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems not susceptible to treatment by standard methods.
  2. Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, and other special programs to bring program policies and operations in line with higher level vision, goals, and objectives.
  3. Skill in conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
  4. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
  5. Ability to plan, organize, and direct the function and mentor, motivate, and appraise the staff of the organization and effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.
