About This Position

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a LEAD FINANCIAL SERVICES TECHNICIAN, Position Description Number T5130P01 and is part of the KS United States Property And Fiscal Office, National Guard.

Qualifications

GENERAL EXPERIENCE: Must have progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled such as performs varied pay related duties, involving financial services payment systems and auditing the full range of pay, travel, and accounts payable authorizations. SPECIALIZED EXPERIENCE: Must have knowledge equivalent to at least the next lower grade level in the interrelationships of the various financial, personnel and computer file systems, methods, techniques, precedent cases and procedures to resolve especially difficult and/or sensitive problems, as well as Knowledge of related financial regulations and rulings. Physical Demands: Some physical effort, such a standing, walking, bending, or sitting.

There are no special physical demands. Work Environment: Work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are required.

Major Duties

As a LEAD FINANCIAL SERVICES TECHNICIAN, GS-0503-09, you will serve as Team Leader. Communicate assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coach the team in the selection and application of appropriate problem solving methods and techniques; advises on work methods, practices and procedures; and assists in identifying the parameters of a viable solution.

Lead the team in identifying, distributing, and balancing workload and tasks to team members in accordance with established workflow, skill level, and/or occupational specialization. Make adjustments to accomplish the workload in accordance with established priorities. Provide or arrange for training in methods and techniques of team building and teamwork to accomplish tasks or projects, and acquisition (formal and on-the-job) training and assistance.

Coach, facilitate, and/or negotiate in coordinating team initiatives and in consensus building activities. Monitor and report on the status and progress of work and conformance with Branch Chief's instructions. Other duties as assigned.

Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK" Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.

Education

Substitution of Education for Specialized Experience: To qualify for the National Guard GS-0503 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the college degree education must be in one of or be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Applicants, who were service members or who currently serve in a military component and completed training in financial programs, are considered minimally qualified for the GS-09 entry-level position.
