About This Position

This position is being filled under the Direct-Hire Authority (DHA) for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. Veterans Preference: Veterans preference does not apply under this DHA. This position is located in Defense Information Systems Agency (DISA), Procurement Services Division at Scott Air Force Base.

Qualifications

Basic Education Standards for positions in the 1102 series: Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees. Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current DoD employees or Armed Forces members, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application. AND Specialized Experience: For the GS-13you must have at least one year of specialized experience equivalent to the next lower grade level GS-12 which demonstrates the ability to perform the duties of the position. Specialized experience is defined as Experience soliciting, negotiating, and administering complex contracts to procure IT products, services, or operational capability for customer. Candidates must describe how their experience meets the specialized experience requirement within the body of their resume. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Major Duties

Provides oversight of proposed complex contractual actions with up to unlimited Contracting Officer authority.
Leads team to integrate the organization's strategic plan, mission, vision, values, and goals in daily work processes.
Ensures adequacy of acquisition planning, competition in contracting, price/cost analysis, and small business utilization.
Administers sophisticated contractual techniques such as complex contract structures with incentives and cost sharing arrangements.
Assures standards are maintained and laws, policies, procedures, and regulations are adhered to.
