About This Position

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. Veterans Preference: Veterans preference does not apply under this Direct-Hire Authority (DHA).

Qualifications

Basic Education Standards for positions in the 1102 series: Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

In addition to meeting the basic education requirements above, one year of specialized experience equivalent to the next lower grade level in the normal line of progression is qualifying for positions at grades GS-7 (or equivalent) and above. Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. To qualify at the GS-13 grade level, you must have one year of specialized experience, which must include performing duties such as: soliciting, negotiating, and administering complex contracts to procure IT products, services, or operational capability for customers.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Major Duties

Provides oversight of proposed complex contractual actions with up to unlimited Contracting Officer authority.

Leads team to integrate the organization's strategic plan, mission, vision, values, and goals in daily work processes.

Ensures adequacy of acquisition planning, competition in contracting, price/cost analysis, and small business utilization.

Administers sophisticated contractual techniques such as complex contract structures with incentives and cost sharing arrangements.

Assures standards are maintained and laws, policies, procedures, and regulations are adhered to.
