THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN JFHQ CAJMTC MCCO, Indiana National Guard under Position Description Number PD# T7130000. Qualifications
INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position., or have at least 24 semester hours of course work in the field(s) identified.
OR
Experience: Experience that provided a general knowledge and understanding of traffic or transportation programs or operations. experience, education, and/or training providing a good understanding of administrative methods for accomplishing the work of an organization. Experience working with Federal, State, and municipal regulations governing the use of transportation vehicles. Experience in maintenance of inventories and cost computations.
AND SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures.
Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). Experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.

Major Duties
Incumbent processes flight plans, conducting necessary research and/or queries in the coordination of scheduled flights.
Assists the Airfield Operations Officer in the research and evaluation of airfield data, specific to airfield facilities, construction plans for the airfield, and changes/modifications to airfield construction projects and/or priority adjustments.
Participates in the scheduling of airfield activities with tenant and transient unit commands, requiring use of the airfield.
Performs daily airfield inspections/checks for conditions, physical security, and force protection to ensure a safe airfield environment.
Lead Duties: Articulate and communicate to the team the assignment, project, problem to be solved, and deadlines and time frames for completion
Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization
Lead the team in: providing training; monitor and report on status and progress of work; prepare reports and maintain records of work accomplishments and administrative information;

You must meet the Individual Occupational Requirement's education or experience, mentioned under the "Qualification" section, and the Specialized Experience to be considered for the position. To meet the specialized experience using education see the following: You may combine education with specialized experience to meet the length of experience requirement for GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the line of work.
For the GS-11 level: To qualify on education alone for the specialized experience, applicant must have one of the following: Ph.D.

equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11 including for combination of education and specialized experience. To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
