Qualifications

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. AREA 1 = All permanent Technician Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. AREA 2 = All indefinite Technician Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments.

DUTIES: As a LEAD ACCOUNTING TECHNICIAN (D2374000),GS-0525-9, you will lead a team of accounting technicians that provide analysis, validation, processing, and correction of financial transactions and issues/discrepancies involving the full range of accounting services. PHYSICAL DEMANDS: Requires some physical effort, such a standing, walking, bending, or sitting.

The applicant is credited with actual number of months the member has been in the National Guard provided such service is related to the position to be filled. GENERAL EXPERIENCE: Qualifying general experience includes experience, education, or training involving arithmetic principles, attention to detail, and application of established procedures for recording and compiling data. Experience in sorting and verifying receipt of documents; recognizing or matching forms containing names, numbers, and codes; and establishing a filing system.

Experience verifying accuracy and completeness of documents, maintaining or reconciling accounts and records; researching documents for discrepancies in debits and credit entries and taking necessary action in balancing accounts; and entering, deleting, and retrieving data utilizing an automated system. Experience validating accounting data, analyzing unusual trends for corrective action, maintaining and researching records, and preparing reports. Experience in correcting coding or other errors that result in computer generated rejects.

SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower GS-07 level, or the equivalent TWENTY-FOUR (24) months performing or supervising duties such as communicating assignments, projects, problems, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion; coaching the team in the selection and application of appropriate problem solving methods and techniques; advises on work methods, practices and procedures; and assists in identifying the parameters of a viable solution; identifying, distributing, and balancing workload and tasks in accordance with established workflow, skill level, and/or occupational specialization; providing or arranging training in methods and techniques of team building and teamwork; monitoring and reporting on the status and progress of work and conformance with Branch Chief's instructions; reporting and advising the Branch Chief on team and individual work accomplishments, problems, and progress in mastering tasks and work processes, and individual and team training needs; preparing reports and maintaining records of work accomplishments and administrative information; maintaining project files; program and administrative materials; and making available policies, procedures, and written instructions; estimating and reporting on progress in meeting milestones and deadlines and ensuring that team members are aware of and participate in planning for achievement of team goals and objectives and play an integral role; evaluating and making recommendations in the resolution of simple, informal complaints of employees and referring unresolved formal complaints and appeals; advising, communicating and making recommending on actions affecting team and individual awards, rewards, and recognition; informing the Branch Chief of performance management issues/problems and recommending/requesting related personnel actions such as performance appraisals, career ladder promotions, reassignments, and within-grade-increases; performing analysis on multiple management systems and applying this information to complicated precedent type cases out of balance conditions associated with processing actions within accounting systems; conducting a variety of fiscal reconciliations, reviews, and account adjustment; reconciling accounting and budget data with Program Managers and the USPFO Deputy Financial Manager/Budget Officer; balancing all Program Managers' accounts with the federal database of record.

NOTE: This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment.Members of the financial management workforce must achieve the appropriate certification level for their positions within TWO (2) years of notification of applicable certification requirements or the period of any extension. Failure to comply with this directive will result in terminated employment. Copy of successful completion of Financial Management (FM) Level I or II certificate must be submitted with your application.

Major Duties

This position requires military membership in the Puerto Rico Army National Guard (PRARNG).

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements (30 semester hours or 20 classroom hours of instruction per week) for THREE (3) months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to SIX (6) months of specialized experience.

Courses must be directly related to the work of the position.

NOTE: Undergraduate or graduate education - awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
