About This Position
You will serve as a IT Specialist (Network) in the Operations Division of NCTAMS LANT DET SOUDA BAY, This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled.
Qualifying experience would be demonstrated by: Planning, execution, and supporting operational enterprise network services, such as Defense Information Systems Agency (DISA), Overseas Navy Enterprise Network (ONE-Net), Local Network Service Center (LNSC), Information Technology for the 21st Century (IT-21) pier network services, and/or Technical Control Facility (TCF), AND Implementing, operating, monitoring, and/or troubleshooting network systems and associated activities, AND Planning, installation, configuration, testing, implementation, and/or the management of systems environment in support of the organization's IT needs, AND Testing, monitoring and/or evaluating information technologies during design, development, procurement and/or implementation to ensure internal and external requirements are met.
In addition to the Qualifying experience listed above, information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Directs Local Network Service Center (LNSC) personnel in touch labor requirements of One-Net Systems throughout the command and supports in the development and maintenance of command One-Net systems.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provide support and direction for strategic, operational and technical projects.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Advises the Technical Director on matters pertaining to operational plans and programs, studies, policies and procedures for network and telecommunications services.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Skill in the application of analytical techniques to solve complex and unstructured functional, technical and organizational management problems.

Major Duties
You will be responsible for all operational planning, execution, and support providing enterprise network services and Defense Information Systems Agency telecommunications services.
You will be the lead coordinator with other divisions for integrated support with cryptographic services and cybersecurity services to meet customerβs operational requirements.
You will direct Local Network Service Center personnel in the maintenance and in touch labor requirements of One-Net Systems throughout Souda Bay.
You will evaluate and report on new tools and trends in the customer support field such as browser-based and speech-enabled customer support services.
You will perform duties as the Technical Advisor for Operation and Maintenance support for the ONE-Net and the future Next Generation Enterprise Network.
You will advise the Technical Director on matters pertaining to operational plans and programs, studies, policies, and procedures for network and telecommunications services.
You will advise and provide guidance to management officials of the supported customers regarding their IT and compliance requirements.

This position is in the excepted service and does not confer competitive status. Additional vacancies may be filled by this announcement. Pay retention may be granted when certain conditions are met. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position. Tour of duty will be 24 months.
Priority consideration will be given to military spouse preference and family member preference eligibles living in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth.
