About This Position

This position is part of the, Selective Service System. The position will be responsible for the Agency's data management, governance (including creation, application and maintenance of data standards), collection, analysis, protection, use and dissemination, including with respect to any statistical and related techniques to protect and de-identify confidential data.

Qualifications

At the GS - 14 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include 1) applying advanced data analytics and data science principles to support data informed organizational decision-making; 2) driving organizational change and strategic initiatives for the success of an organization's data strategy; and 3) following data management and governance best practices (such as: establishing effective procedures, standards, and controls to ensure quality, accuracy, transparency, and privacy of data).

AND IT-related experience which demonstrates the (four) required competencies - Attention to Detail, Customer Service, Oral Communication, and Problem Solving. Only experience obtained by the closing date of this announcement will be considered TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Major Duties

Responsible for data governance and life-cycle data management, supporting the agency in meeting the requirements of the Federal Data Strategy and Open Government Data Act.

Actively research, advocates for and leverages data technology concepts that drive strategic and tactical business decisions and serves as the champion for a data-driven decision-making culture.

Serves as the technical SME and lead architect for the database environment, including the development and organization of databases, assessment, and implementation of new technologies.

Collaborates with team members for the purpose of collecting data and executing the organization's mission
