THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (CUSTSPT), Position Description Number D1557000 and is part of the HI 292 CBCS, National Guard. LOCATION: 292nd Combat Communications Squadron, Hawaii Air National Guard, Hilo, Hawaii
Qualifications

GENERAL EXPERIENCE: Experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.
Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade.
In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment.
Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Major study--computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M OTHER REQUIREMENT: For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b.
Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c.

Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available.
Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures. n. T32 Technicians with permanent tenure will lose their permanent status if selected and will be converted to T32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.
Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system. o. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.
Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.
Major Duties
SUMMARY OF DUTIES: The purpose of the position is to design, deploy, install, operate, maintain, modify, and recover various types of communications electronics (CE) information technology (IT) systems and their components. Incumbent is responsible for planning, coordinating, and directing the mission accomplishment and training workload of the Theater Deployable Communications (TDC) work center. Monitors, maintains, and recommends optimum voice and data network systems configuration and architecture, to include administering and programming the system's messaging, broadcasting, automated attendants, load capacity, call restrictions, and classes of services.
Designs, develops and conducts technical and operational tests and evaluations of a wide range of communications equipment and systems. Installs, configures and programs networking equipment to include routers, network encryption devices, switches, channel switch units (CSU), digital switch units (DSU) and multiplexers using military and commercial protocols such as Integrated Services Digital Network (ISDN), Border Gateway Protocol (BGP), Open Shortest Path First (OSPF), Routing Interchange Protocol (RIP), and Point to Point Protocol (PPP). Coordinates with outside agencies and customers to provide required services and technical solutions.
Develops and manages problem and trend analysis data of communications equipment and systems. Performs maintenance, strapping, and configuration of Cryptographic units. Develops, establishes and maintains work center training programs.
Plans and schedules tasks and training activities for drill status guard members. Performs other duties as assigned. Details of the duties and responsibilities are contained in the applicable position description (D1557000) can be provided by HRO.
