About This Position

This position is part of the Defense Microelectronics Activity. The incumbent will be responsible for IT project management in the Information Technology Office, Cybersecurity Branch.

Qualifications

You may qualify at the NH-03, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service as listed below: Experience in a position covered by the DoD Cyber Workforce Framework (https://www.cyber.mil/dod-workforce-innovation-directorate/dod-cyber-workforce-framework) or equivalent. Experience with information technology (IT) acquisition/procurement requirements.

Experience in the acquisition/procurement life cycle process. Experience with current industry methods for evaluating, implementing, and integrating information technology (IT) capabilities and services utilizing standards-based concepts and capabilities. Experience with IT supply chain security and risk management policies, requirements, and procedures.

Experience with project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities and evaluating and reporting on accomplishments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Major Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As an IT Project Manager (SYSANALYSIS/APPSW) at the NH-2210-3 some of your typical work assignments may include: The incumbent manages acquisition efforts and assigned projects for various Information Technology and Operational Technology systems operated by and for DMEA. Ensures all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals.

Develops contract language to ensure supply chain, system, network, and operational security are met. Provides enterprise cybersecurity and supply chain risk management guidance. Evaluates the effectiveness of procurement function in addressing information security requirements and supply chain risks through procurement activities and recommend improvements.

Leads and oversees information security planning, programming, budget, and execution. Provides input to implementation plans and standard operating procedures.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
