The primary purpose of this position is to serve as an Information Technology (IT) Cybersecurity Specialist supporting the Director and Program Managers by providing a secure environment and information assurance for protection of our sensitive information and assets.

Qualifications

INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements Information Technology (IT) Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in Assisting with developing, operating, and modify policies to ensure local cyber activities meet mission needs; provide advice, guidance, and direction on a wide range of cybersecurity program management and administrative issues; aid with monitoring and overseeing the application of security principles and policies, overseeing account and key management activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. As a condition of employment, the incumbent is required to achieve and maintain foundational and residential qualifications in the specified Department of Defense Cyber Workforce Framework (DCWF) work roles and proficiency levels, IAW DAFMAN 17-1305, DAF Cyberspace Workforce Management Program. Failure to achieve these qualifications may result in reassignment, reclassification, or separation from employment This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). The selectee must meet or be capable of achieving the APDP certification as designated by management within the defined grace period for the applicable certification level after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of an organization's information classification program and procedures for information compromise. Knowledge of encryption algorithms (e.g., Internet Protocol Security [IPSEC], Advanced Encryption Standard [AES], Generic Routing Encapsulation [GRE], Internet Key Exchange [IKE], Message Digest Algorithm [MD5], Secure Hash Algorithm [SHA], Triple Data Encryption Standard [3DES]). Knowledge of disaster recovery continuity of operations plans. Knowledge of cybersecurity principles used to manage risks related to the use, processing, storage, and transmission of information or data. Knowledge of risk management processes (e.g., methods for assessing and mitigating risk). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Come join our Air Force Nuclear Weapons Center (AFNWC) dynamic information technology cybersecurity team, working with Department of Defense (DoD) and industry leaders! Our IT/Cyber specialists solve highly complex problems and take part in a variety of projects to promote national security through nuclear deterrence. They decide what needs to be done , make sure it happens, and solve the most complex, high-risk aspects of the Intercontinental Ballistic Missile (ICBM) program - America's Nuclear Triad. MAJOR DUTIES: Advise senior management on risk levels and weapon system security postures. Closely monitor and oversee the application of security principles and policies, to include customer instructions and directives. Closely plan for, monitor and oversee account and key management activities, ensuring Controlled Cryptographic Item (CCIs) and key material are operated, maintained, and disposed of appropriately. Advise senior management on risk levels and security posture and on cost/benefit analysis of Platform IT/Operational Technology COMSEC programs, policies, processes, systems, and elements. HIGHLY DESIRED SKILLS: Familiarity with DoD cybersecurity and infrastructure processes Knowledge of cybersecurity principles used to manage risks related to the use, processing, storage, and transmission of information or data Proficient in coordinated IT program management, integrating schedules and deliverables, lifecycle management, and governance across multiple projects Knowledge of risk management processes (e.g., methods for assessing and mitigating risk) Knowledge of critical information technology (IT) procurement requirements Experience in program and project management in which directly responsible for the cost, schedule and performance of a project or program Desired work roles are in the following DCWF Elements and at the following Proficiency Levels: DCWF Element: - Cybersecurity: Personnel who secure, defend, and preserve data, networks, net-centric capabilities, and other designated systems by ensuring appropriate security controls and measures are in place, and taking internal defense actions. This includes access to system controls, monitoring, administration, and integration of cybersecurity into all aspects of engineering and acquisition of cyberspace capabilities. - Cyberspace Enablers: Personnel who perform work roles to support or facilitate the functions of cyber IT, cybersecurity, cyberspace effects, or intelligence workforce (cyberspace) work roles. This includes actions to support acquisition, training and leadership activities. PROFICIENCY LEVELS: BASIC: Familiarity with basic concepts and processes and ability to apply them with frequent, specific guidance. Must be able to perform successfully in routine, structured situations. INTERMEDIATE: Extensive knowledge of basic concepts and processes and experience applying them with only periodic high-level guidance. Perform successfully in non-routine and sometimes complicated situations. ADVANCED: In-depth understanding of advanced concepts and processes and experience applying these with little to no guidance.
