About This Position
This position is located in the DoD Office of Inspector General (DoD IG), Deputy Inspector General for Administrative Investigations (DIG-AI), Whistleblower Reprisal Investigations (WRI) Directorate.
Qualifications
Time in Grade: For entry at the GS-14 grade level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade in the Federal Service. Specialized Experience: Applicants must have 52 weeks of specialized experience at the GS-13 level in the Federal service or at an equivalent level. Specialized experience is defined as planning and conducting all aspects of reprisal and military restriction investigations; to include complaint evaluations, collecting and analyzing evidence and testimony, presenting legally supportable findings.
Experience also includes leading and mentoring a team of investigators, prioritizing investigative workloads, researching and applying federal whistleblower protection statutes, and presenting findings in a written report.
You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Major Duties
Evaluates complaints of whistleblower reprisal and military restriction submitted by military members, DoD appropriated and non-appropriated fund employees, contractor employees, and tenants of privatized housing using complaint intake procedures.
Monitors and/or leads others in the completion of complaint evaluations and investigations; identifies any systemic patterns or trends.
Conduct/assist in leading all phases of complaint evaluation/investigation of allegation of whistleblower reprisal and military restriction; includes assigning/reallocating duties, mentoring, and reviewing other investigator's work, when required.
Drafts written reports, presents analysis of evidence, makes findings of fact, and draws conclusion based on causation, laws, rules, and regulations in a cogent and concise manner.
Performs reconsideration reviews of investigative reports or complaint evaluations and conducts other assignments as requested.
